进入21世纪以来,伴随着国内输变电行业的迅猛发展和市场国际化趋势的

日趋明显,国内输变电开关行业格局发生了重大变化。严峻的外部市场形势,

导致企业正常的生产经营发展受到了严重制约。如何落实责任、提高执行力,

优化和提升企业的整体运营绩效,有效降低运营成本,企业希望通过建立实施

薪酬体系与管理评价体系,通过机制和管理的创新来不断提升企业的市场竞争

实力。

本文运用经济学、管理学和人力资源管理学的相关知识和理论,以公司薪

酬体系构建和适应性分析为主线,对天水长城开关厂有限公司(以下简称长开

厂公司、公司)传统工艺布局下的绩效考核体系进行剖析,分析其成因和运用

的结果,概述了长开厂公司为适应新的工艺布局下的薪酬体系的构建,最后对

体系的具体实施和运用的预期效果进行了阐述。

本文创新点在于从公司持续经营的角度,运用现代人力资源管理理论和方

法,探讨了不同类型员工的绩效管理体系,期望通过科学的薪酬体系,建立切

实可行的企业管控制度、员工激励制度,提升员工工作效率,最后达到降成

本、提绩效,确保企业发展目标的目的。

Abstract

Ever since the 21st century, great changes have taken place in industrial structure of

switchgears for power transmission and transformation in China with the rapid development of

power transmission and transformation industry in China and an increasingly obvious trend for the

market to go global. The grave external market conditions have posed serious implications on

the normal operation and development of Tianshui Changcheng Switchgear Co” Ltd.(hereinafter

referred to as CTCS, or the Company). To hold each employee responsible for his own tasks,

strengthen the executive force, improve the overall operational performance of the enterprise, and

reduce the operational costs, CTCS expects to further enhance its competitive on the market

through innovations in management mechanism by establishing and implementing a compensation

system and management assessment system.

In this paper, the author takes the establishment of compensation system and the analysis on

adaptability as the main line. Drawing upon relevant principles and theories on economics,

management and human resources management, the author first makes an in-depth analysis of the

performance appraisal system of CTCS under the traditional process arrangement, dwelling on its

causes and the results of applying the same; then outlines the effort of CTCS to build a

compensation system adapted to the new process arrangement; finally expounds on tiie

implementation of the system and expected effects with the application of such system.

This paper is innovative in that with the aim to ensure the continuous operation of the

company, it offers discussions on the performance management system specific to different types

of employees by using modern principles and methods of human resources management It hopes

to establish a practicable enterprise management and control system and employee motivation

system based on scientific compensation system, which helps to improve the working efficiency

of the employees. In this way,the development goals of the enterprise can be eventually ensured

by reducing the costs and improving the performance.
