Abstract
Research on Talents Ability Management System of
Agriculture Research Institute
January 9, 2012, the Deputy Minister of Agriculture, the Chairman of Chinese
Academy of Agricultural Sciences, Li Jiayang pointed out at the meeting that
“Chinese Academy of Agricultural Sciences will overall implement the construction
actions of modern agricultural research institutes.” The Agricultural research institutes
are the important part of the Chinese non-profit research institutions, according to the
new demands of the development of modern agriculture, the new policy-oriented of
national technology, the new changes of the fields of agricultural science and
technology and the levels, the institutes need to establish a modern system of research
institutes urgently, and the talents ability management system play an important role
among the modern system, it is also the key criterion to evaluate the competitive
strength of research institutes. How to improve the ability of high-technological
talents has become the real problem demanding prompt solution.
The agriculture research institute was founded in 1956; it is an institute that
specially studies characteristic agriculture, the institute makes a great contribution to
provide the technical supporting for the development of Chinese special agriculture
during the period of 56 years. But during the long process of development, there are
following problems exist: ability of integrated innovation is not strong, the overall
ability of innovation is weak, and the lacks of leader of the new discipline, the leaders
of parts of scientific field face the temporary shortage, the personnel configuration of
subject groups is not reasonable, the organizational construction of the new subject
need to strengthen and so on.
The article was written from the perspective of the strategic requirements of the
agriculture research institute, it is also on the basis of analysis of the development
opportunities and challenges which the institute has faced on. Based on human capital
theory, knowledge management theory, this article combined with analysis of

2012 年 1 月 9 日,农业部副部长、中国农科院院长在会议上提出:“农业科
研院所将全面启动实施现代农业科研院所建设行动”。农业科研院所作为中国公
益类科研机构的重要部分,根据现代农业发展新需求、国家科技政策新导向、农
业科技领域和层次等新形势变化,迫切需要建立现代科研院所制度,而人才能力
管理体系则是其中重要环节,也是评价科研院所竞争实力的关键指标,如何提高
科技人才能力成为亟待解决的现实问题

A 农业研究所始建于 1956 年,是专门研究特色农业的研究所,56 年来为我
国特色农业发展在技术支撑上做出了重要贡献。但在长期的发展过程中还存在诸
如以下问题:集成创新能力不强,创新能力整体较弱,新兴项目学科缺乏领军人
物,部分科研领域学科带头人存在青黄不接的现象,学科组有人员配置不合理现
象,新项目团队组织建设亟需加强等

本文从 A 农业研究所发展战略要求出发,在对 A 农业研究所面临的发展机
遇和挑战分析研究的基础上,依据人力资本理论,知识管理理论,并结合农业科
技人才能力模型、知识动态均衡模型的分析,构建了 A 研究所能力管理体系,
通过研究,本文得出的主要结论有:
农业科技人才的能力管理体系是一项复杂的系统工程,它的核心是人才能力
评价机制的建立,只有建立起科学的能力评价机制,才能保证人才能力培养机制
和人才能力使用机制有效运行,其中,能力评价机制的特点能够体现高技能型人
才能力评价的目的的差异性;能力培养机制的特点是基于能力模型建立了能力培
育的循环机制,包括需求分析、设计开发、运作和评估四个流程。在人才能力使
用体系方面,设计 A 农业研究所人才能力使用体系实施方案

agricultural sciences and technology talents ability model and the knowledge dynamic
equilibrium model, it builds up the talents ability management system of agriculture
research institute. Through research, the main conclusions of this article are:
The agricultural sciences and technology talents ability management system is
complex system engineering, its core is to build the talents ability evaluation
mechanism, only establish a scientific ability evaluation mechanism, it can ensure the
effective operation of talents ability training mechanism and talents ability using
mechanism. Among them, the feature of ability evaluation mechanism is that it can
reflect the differences in purpose of the high-technological talents ability evaluation;
the feature of ability training mechanism is that it builds the ability training cycle
mechanism based on the ability model, it including the requirements analysis, design
development, operation and evaluation, these four processes. In the terms of talent
ability using system, this article designs implementation plan of the talents ability
using system of the agriculture research institute.
