摘 要
国家出台的《公务员培训规定(试行)》中指出“公务员培训的对象是全体
公务员,公务员有参加培训的权利和义务,国家机关应该根据公务员工作和职业
发展需要安排公务员参加相应的培训”。同时,随着国家工商行政管理总局“学
习型工商”建设要求的提出,提升工商行政管理系统人才队伍能力素质,成为一
项重大而紧迫的工作任务。云南省工商行政管理干部学校作为云南省工商行政管
理局下属的事业单位,负责承办云南省工商行政管理系统的干部培训,在此形势
下,学校迎来了一个良好的发展契机。但国务院直属机构调整政策中有建议指出
要撤销国家工商总局、工商局垂管政策的取消、事业单位改革势在必行,这些因
素都会使云南省工商行政管理干部学校生存发展面临巨大的挑战,那么,如何迎
接挑战,抓住机遇,是云南省工商行政管理干部学校面临的一个重要抉择。
本文采用了战略管理研究的经典方法对这个课题进行了研究。首先通过
PEST 分析法、五力模型、EFE 矩阵,对学校外部环境进行了分析和评价。其次,
通过对学校内部软件、硬件设施的分析、学校价值链分析和运用 IFE 矩阵,分析
评价了学校的内部环境。然后通过 SWOT 和 QSPM 矩阵选择和评价了云南省工商行
政管理干部学校的发展战略。最后制定了云南省工商行政管理干部学校发展战
略,并且给出战略实施的具体策略。

Abstract
Civil Service Training and Regulations (for Trial Implementation) was
promulgated by the state. The regulations point out that “the civil service training is
for all the civil servants, every civil servant has rights and obligations to participate in
training. State agencies should arrange trainings for civil servants which are relevant
to their work and career development.” Meanwhile, the State Administration for
Industry and Commerce of the People's Republic of China propose to build
“Learning-oriented Administration for Industry and Commerce”. So, to enhance the
ability and quality of industrial and commercial administration personnel is becoming
an important and urgent task. As an affiliated institution of Administration for
Industry and Commerce of Yunnan Province, the Yunnan Provincial Administration
for Industry and Commerce Management Cadre School is responsible for the training
of civil servants. In this situation, the school is under a good opportunity for
development. But the countries structural adjustment policies have been suggested
that the State Administration for Industry and Commerce of the People's Republic of
China should be abolished. At the same time, the vertical management policies will be
canceled, and the reform of institutions will become soon. These factors will make the
Yunnan Provincial Administration for Industry and Commerce Management Cadre
School face enormous challenges. So, how to meet the challenges and seize the
opportunity is an important question to the school.
In this paper, the author use the classical methods of strategic management to
research the subject. Firstly, use the PEST analysis, Porter's five forces model and
EFE Matrix to analyze and evaluate the school external environment. Secondly, use
school software and hardware facilities analysis, the school value chain analysis and
the IFE matrix to analyze and evaluate the school's internal environment. And then
use SWOT model and QSPM matrix to select and evaluate the school's development
strategy. Finally, draw up the school’s development strategy and propose how to
implement the strategy.
