摘 要
云南省能源投资集团有限公司(以下简称“云南能投”或“集团”)是云
南省委、省政府为进一步实施云南省工业强省战略,做强做大能源产业,于 2012
年初,新组建的省属重点企业。新时期下组建的能源投资集团主要业务涵盖电
力、煤炭、新能源和油汽等投资、建设及生产经营管理。云南能投集团的整体
战略中覆盖了电力、煤炭、油汽和能源服务等方面。结合云南资源的分布特点,
云南省可再生能源资源丰富,特别是水电和风电等新能源开发潜力巨大,可再
生能源将是能投集团最为主要和核心的板块,为了有效开发我省能源实现我省
由能源大省转变为能源强省的使命,拉动云南经济快速可持续发展,可再生能
源战略规划和研究是集团整体战略中最为关键和有意义的子战略课题。
论文结合国家《能源发展“十二五”规划》和《云南省工业发展计划》等
政策法规和外部战略环境。分析了云南省水能、风能、太阳能、生物质能等可
再生能源的布局、资源发展现状和瓶颈。结合云南可再生能源的需求分析,以
云南能投集团为出发点,重点研究新组建的能投集团的内部核心优势、现存发
展瓶颈等。
论文中采用 SWOT 模型的分析方法,找出能投集团在云南省可再生能源方面
发展的战略方向、战略目标和战略实施措施。重点分析了水电和新能源资源大
省的特点,在保障“西电东送”的国家整体战略实施的情况下,提出并围绕“云
电自用”为核心的概念,有效解决了能源资源结构中存在的时间和空间分布不
均衡问题,根据“产业发展、能源先行”的思路,逐步建设滇西和滇东两个以
水电为主的能源基地,在经济和产业发展相对成熟的滇中和滇南进行分布式新
能源特别是风电开发,逐渐形成“云电自用”宗旨下的能源基础建设,为我省
产业进一步升级和发展奠定坚实基础。另外,文中论述了能投集团结合内部实
际情况和未来发展的需求,应当不断增强公司人才,资金等实力建设,突破公
司内部发展瓶颈,最终实现资源滚动开发的同时集团综合实力稳步提升。

Abstract
Yunnan province Energy Investment Group (hereinafter referred to as the
group) is the provincial focus of new enterprises in early 2012 which is responsible
for Implement the strategy of strong industrial province of Yunnan Province . Under
new period energy investment group main business covers electricity, coal, new
energy and oil gas, such as investment, construction and production and operation
management. In the overall strategy of the group covers electric power, coal, oil,
steam and energy services, etc. Because of the abundant renewable energy resources
in Yunnan province, especially the hydropower and wind power and other new
energy development potential is huge, Renewable energy will be able to group the
most main and core plate. Renewable energy development will be the group's core
plate. In order to achieve energy efficient development in our province, Made by the
great energy in our province into a strong energy of province, make sustainable
economic development in Yunnan province. Renewable energy is the most critical
and significant strategic task in the group's overall strategic planning and research
strategies
Paper combined with the national energy development twelfth five-year plan
and the plan of industrial development in Yunnan province such as policies and
regulations and the external strategic environment. Analyzed in Yunnan province,
hydropower, wind energy, solar energy, biomass energy and other renewable energy's
layout, development present situation and the bottleneck. Combine Yunnan
renewable energy demand analysis, Focuses on the new group's internal core
advantages, existing development bottleneck, etc.
The thesis uses the SWOT model of analysis method, find out in the strategic
direction of the renewable energy development in Yunnan province, strategic targets
and strategic measures for its implementation. Analyzed the characteristics of
hydropower and new energy resources in the province, and In the protection ofIII
national overall strategy implementation situation, put forward and surrounding
self-used as the core concept. Effectively solve the energy resources structure of
time and space distribution imbalance problems. According to the thinking of
industrial development, energy first, build the Yunnan of western and eastern two
predominantly hydropower energy base, On the economic and industrial development
relatively mature Yunnan and south Yunnan develop distributed new energy,
especially wind power. Gradually formed energy base construction under the
principle of self-used, to lay a solid foundation for industrial development in our
province. In addition, this paper discusses the combination group internal actual
situation and the future development needs, Ought to be growing company talents,
funds and so on power construction, breakthrough internal development bottleneck,
finally realizes the steady rise of group of comprehensive strength.
