摘要
随着中国经济的快速发展,对石油需求激增,被视为造成国际油价大涨的主
要因素。因此,油库的存储功能对于平衡油价就显得尤为重要。本文针对油库新
建的需要,对整个新建项目进行了管理与实施。由于现在大部分企业油库为年份
比较久的油库,办公楼布局不够合理,储输系统设备陈旧,消防系统的设施也在
渐渐地老化、电气系统的设备设施也逐步的趋于陈旧等不利现状,导致了硬件设
施无法满足日益增长的生产要求,制约了企业的发展。
油库新建工程项目管理,是一项复杂艰巨的任务。本文从工程项目管理理论
研究出发,运用相关理论分析方法,在充分研究XX油库新建工程项目管理相关
流程的基础上,着重阐述整个项目的管理过程中质量管理、成本管理、进度管理
存在的一些问题,并提出了解决的方法。随着整个石油行业的壁垒不断低降,国
内关联市场的一体化走势越来越明显。本文所涉及到的相关油库进行新建项目管
理的一部分的流程,将有利于自己今后的一些建设,对其他兄弟油库相关的新建
工程有着一定的借鉴作用。

Abstract
Along with the rapid economic development in China,the surge demand for oil
has been regarded as the main factor causing the oil price rise on the international
market.Therefore, the storage capacity of the oil depot plays an important role in
balancing oil price.This paper introduces the management and the implementation of
the total building against to the need for the building of the oil depot. As the old oil
depot selected, we are faced with a series of problems such as the unreasonable
layout of the offices, the outdated equipment in storage and transportation system
and the gradually aging of the facilities in fire protection system and electrical system
which lead to the hardware facilities that cannot meet the need for increasing
production and then restrict the further development of the enterprises.
Starting from the project management research and with related theory analysis
methods, this paper focuses on the overview of the entire project and the analysis of
the project status while some solutions are proposed for solving some existing
problems in the project management based on the full study on the project
management process of oil depot building engineering.
It is a complex and difficult task to manage the building project of oil depot.This
paper redesigns the related project management system of oil depot building project
which includes related project organization structure design of oil depot building
engineering, quality management design, cost management design, and project
schedule management design. With the trade barrier is becoming weaker and weaker
in oil industry, the integration trend of the associated domestic market becomes more
and more obvious. A part of project management process about building of oil depot
in this paper is not only beneficial for the construction of our own oil depot but also is
of reference for the related building engineering of other oil depots.
