中文摘要
随着一带一路倡议的兴起发展以及经济全球化的推进,不少国内的设计院逐
渐转型为以 EPC总承包业务为主的工程公司。该转型的实现除了要加强企业自
身的项目管理之外,还需要提高供应商管理水平作为支撑。现在越来越多企业把
供应商管理提升到企业战略方向的地位,而遴选和评价是供应商管理中最重要的
两项工作,它们已成为企业提高利润、提升竞争力的关键着力点。 SHY公司从
2010年开始实施境外总承包项目,但与国际知名的工程公司相比还存在距离,
尤其在供应商管理上,亟须加强管控方法和力度,提升管理效率。
本论文通过问卷调查、统计分析等方法结合进行实际调研,首先分析SHY
公司供应商管理的存在的问题,即供应商的遴选体系不够科学、供应商遴选指标
不客观、供应商后评价考核机制的不完善的问题。然后,结合供应商管理理论、
战略采购理论,提出对 SHY公司供应商管理体系的优化策略,指出需要改革过
往松散的供应商管理组织,建立专业的招标管理委员会;摒弃只注重成本的策略,
遴选阶段采用层次分析法与质量功能展开结合的综合评价方案;在供应商后评价
阶段采用更客观的数据包络分析评价法,同时对供应商进行分级管理。
在案例研究阶段,本文分析适合 SHY公司的供应商管理的优化策略。在装
卸臂供应商遴选案例中运用层次分析法与质量功能展开结合的方法优化遴选流
程,通过分析顾客的采购需求,采用质量功能展开把顾客需求转化为具体的遴选
指标并确定指标权重;在阀门供应商后评价的案例中使用数据包络分析工具,对
5项投入产出指标进行无权重的效率分析,科学客观地完成供应商绩效评价,找
出表现最好的供应商。在案例研究的最后,本文提出采用保障绩效考核、供应商
库的重组优化、选择战略伙伴、使用竞争激励机制等手段来巩固优化策略的方案。
论文的研究成果对于其他工程公司供应链管理具有普遍的适用性,能为企业
优化供应商甄选、供应商绩效考核以及选择战略合作伙伴提供有益的参考。

Abstract
With the riseand development of theBelt and Road initiativeand the
advancement of economicglobalization, many domestic designinstitutes have
gradually transformed into engineering companies focusing on EPC contracting
business. Besides strengthening the project management level, the realization of this
transformation also requiresa high level of suppliermanagement as support.
Therefore, more and more companies have elevated supplier management to the status
of corporate strategic . Selection and evaluation are the two most important tasks in
suppliermanagement,theyarethekeystoincreaseprofitsandenhance
competitiveness for the companies. Since 2010, SHY Company has implemented
overseas EPC projects, but there is still a gap between it and internationally renowned
engineering companies, especially in terms of supplier management. It is urgent to
strengthen management and to improve management efficiency.
Through questionnaire survey, statistical analysis and other methods combined
with the research, this paper shows the current situation of supplier management of
SHY Company: The criteria of suppliers selection is not scientific enough, the
selection indicators of suppliers are not objective, and the post-evaluation assessment
mechanism for suppliers does not work well. After combining the theory of supplier
management and strategic procurement, the researcher optimize the strategy for the
supplier management of SHY Company: First, reform the loose bidding management
structure,establish a professional bidding management committee; Second , abandon
the selection criteria of only focusing on cost, and adopt a comprehensive evaluation
combining AHP & QFD; Third, use a more objective DEA method in the supplier
post-evaluation stage to classify the suppliers.
In the case study stage, the paper explore the optimization strategies for the
supplier management of SHY Company. In the case of loading arm supplier selection,
the combination of AHP and QFD is used to optimize the selection process. The paper

analyzes the procurement demands of clients by AHP, uses QFD tools to convert
procurement demands into specific evaluation indicators, and determines the weights;
In the valves supplier post-evaluation case, the DEA tool is used to analysis the
efficiency of 5 unweighted input and output indicators scientifically and objectively,
and find the supplier with the best performance. At the end of the case study, this
paper proposes measures such as ensuring performance evaluation, updating and
maintenance thesupplier database, establishingstrategic partnershipwith key
suppliers, and implementingincentive mechanism to consolidatethe effect of
optimization strategy.
The research results of this paper are applicable to the supply chain management
for other engineering companies, and can provide a useful reference for optimizing
supplier selection, supplier performance evaluation and strategic partner selection.
