摘要
受社会环境的影响,养老服务已经越来越受到国家、社会、家庭的重视,
高质量的养老服务更是对老年人生活质量的提升具有积极的作用,从而有利于
均衡我国的人口结构和促进每个家庭的可持续发展。面对着具有吸引力的养老
市场,众多企业更是纷纷着眼于投资养老行业。面对着多所养老机构并存发展
的市场环境,养老企业能否生存下去并发展壮大,其核心竞争力的强弱起着关
键作用。尤其是中小型民办养老企业在养老市场竞争中处于弱势地位,因此在
当前养老服务机构不断增多、养老服务日益多样化的情况下,民办中小型养老
企业如何才能在激烈竞争的市场环境中脱颖而出,在市场中处于领先地位,在
经营中获得收益,那么如何推动中小型养老企业制定符合自身核心竞争力提升
的策略值得我们深入思考和探究。
本文选取了D老年公寓作为研究对象,根据老年公寓的特点,首先对国内
外研究情况经梳理,明确了研究方法与技术路线,对养老机构、医养结合和核
心竞争力相关概念进行了界定,对所用到的分析方法进行阐述。其次分别设计
入住者和职工调查问卷对D老年公寓进行调查,与养老机构相关人员以及养老
行政管理机构人员进行访谈,深入了解D老年公寓发展面临的内外部环境状况。
再次查阅核心竞争力指标体系相关文献和资料,初步构建出D老年公寓核心竞
争力评价指标,为保证评价指标体系的合理性和科学性,设计调查问卷进行三
轮专家咨询,运用AHP确定各级指标权重,用模糊综合评价法评价指标。最后,
根据前期调查的结果和最终建立的评价指标体系,从提升人才队伍素质、强化
客户管理、加强品牌建设、健全企业文化、提高运营管理能力五个方面有针对
性的提出提升D老年公寓核心竞争力的措施和策略。以期也为其他中小型民办
养老机构的进一步发展提供一定的理论和实践参考。

Abstract
As a result of the social environment, elderly care services have become more
and more important to the state, society and families. High-quality elderly care
services have a positive effect on the quality of life of the elderly, thus contributing to
a balanced demographic structure and to the sustainable development of each family
in China. In the face of the attractive senior care market, many companies are looking
to invest in the senior care industry. Faced with a market environment in which many
elderly care institutions co-exist and develop, the strength of the core competitiveness
of elderly care enterprises plays a key role in whether they can survive and thrive. In
particular, Small and medium-sized private pension Companies are at a disadvantage
in the competition in the pension market,Therefore, with the increasing number of
senior care service institutions and the diversification of senior care services, it is
worthwhile to consider how to promote small and medium-sized private senior care
enterprises to develop strategies that meet their core competencies in order to stand
out in the fiercely competitive market environment, take the lead in the market and
gain profits in their operation. It is worthwhile for us to think about and explore the
strategies to enhance their core competitiveness.
In this paper, we have selected the D senior citizens' residence as the research
object. According to the characteristics of the senior citizens' residence, we firstly
combed through the domestic and international research, clarified theresearch
methods andtechnical lines, definedthe conceptsrelated tosenior citizens'
institutions, medical and health care integration and core competitiveness,and
explained the analysis methods used. Secondly, we designed questionnaires for
residents and workers to investigate the development of D Senior Living, and
interviewed the relevant personnel of senior living institutions and senior living
administration to gain an insight into the internal and external environment faced by
D Senior Living. Once again, we reviewed the literature and materials related to the
core competitiveness index system, initially constructed the core competitiveness
evaluation indexes of D Senior Residences, In order to ensure the rationality and

scientificity of the evaluation index system, three rounds of expert consultation were
conducted to design the questionnaire, applied AHP to determine the weights of the
indexes at all levels, and used the fuzzy comprehensive evaluation method to evaluate
the indexes. Finally, based on the results of the preliminary survey and the final
evaluation index system, measures and strategies to enhance the core competitiveness
of D Senior Residences were proposed in five areas: improving the quality of the
talentteam, strengtheningcustomermanagement,enhancing brandbuilding,
improving corporate culture and improving operational management capabilities. It is
expected to providesome theoretical andpractical references for thefurther
development of other small and medium-sized private elderly care institutions.
