摘要
高质量发展要求发展必须以创新为驱动，推动产业的创新能力水平不断提
高，这对建设创新型国家意义重大。《国家创新指数报告》中指出相较于 GDP
我国的世界排名，我国的综合创新水平排名很低，从粗放的发展方式转变为创
新型高质量的发展方式是现阶段的迫切要求。本文以制造业部门为研究对象，
研究创新传导下的技术创新溢出对创新能力的影响，并根据实证结果对产业部
门和政府提出管理的政策建议。
本文首先回顾创新溢出、创新传导和创新能力的相关研究，明确了创新溢
出和创新能力的概念，探索了创新传导方式在技术创新溢出对创新能力直接作
用上的调节效应，构建了理论分析模型框架。其次根据 Patsnap的制造业部门
的专利数据测量技术创新合作、转移溢出集中度和广度，使用熵值法可获得技
术创新溢出指标体系。依据于2005年至 2017年中六个年份的制造业部门的投
入产出数据，用 Rstudio测算出产业的影响力系数和感应度系数，依据其相对
关系和绝对关系划分为影响型创新和象限型创新。最后使用稳健的截面回方法
明确影响型创新、象限型创新在技术创新溢出对创新能力的影响上的调节作用。
实证结果表明：（1）技术创新合作溢出和转移溢出对创新能力都有正向影响作
用，且合作溢出有更强的正向影响作用；（ 2）影响型创新增强了技术创新溢出
对创新能力的正向影响；（3）象限型创新的调节作用存在在技术创新合作溢出
对创新能力中，且中出现了“强者愈强”的马太效应。根据实证分析揭示了技
术创新溢出对创新能力的影响机制，从创新合作和转移方式、影响型创新和象
限型创新三个方面对产业部门创新发展提出政策建议，促进产业的创新环境的
良好循环。

Abstract
High-qualitydevelopmentrequiresthatdevelopmentmustbedrivenby
innovation and encouraging the level of industrialinnovation capability, which is
essential to build an innovation-drivencountry.The National Innovation Index
Report pointed out that the ranking of China's overall innovation compared with the
level of China’s GDP is low. It is vital that changing from extensive mode of growth
to innovative and high-qualitymode of growthnowadays. This paper focus on
manufacturing industry to study the impact of technology innovation spillover on
innovationcapabilityunderinnovationtransmission,and thispapersuggests
improvements to industry and the authority according to the empirical results.
Firstly, thispaper reviewstheresearch ofinnovationspillover, innovation
transmission and innovation capability, clarifies the concepts of innovation spillover
and innovationcapability,explores the mechanismof innovationtransmission
moderatethe directeffectof technologyinnovationspilloveron innovation
capability, and constructsa theoretical model framework. Secondly, based on the
patent data of manufacturing sector from Patsnap website, this paper measures the
concentration and width of technology innovation cooperation and transfer spillover,
then the technological innovation spillover indicator system can be obtained using
entropy method. Based on the input-output data of the manufacturingindustry for
six years from 2005 to 2017, the influence and reaction coefficients of industries are
measured
by

and
manufacturing
industry
are
classified
into
influence-based innovation and quadrant-based innovation, respectively, according
to their relative and absolute relationships. Finally, robust cross-sectional regression
