2014年，李克强总理在第八届达沃斯论坛上倡议全国人民加入“大众创业、万
众创新”的思想，随后国务院各部委及省市相关部门相继出台各种政策大力扶持和
推动优化升级创业创新生态系统，近年来，大众创新万众创业的现象在我国如雨后
春笋蓬勃发展，方心未艾。在此背景下，创业孵化基地作为新兴创业企业发展的聚集
平台，同时也是创新创业者或有意愿创新创业者普遍关注的焦点。但由于创业孵化基地
在我国推行建设的时间短，尚缺乏系统的理论基础和足够的实践经验，各地创业孵化
基地在发展过程中暴露出了一些实际的缺陷和问题，也是经济与管理等方面学者研
究的热点问题之一。因此开展相关研究对我国创业孵化基地的高质量发展具有十分
重要的理论价值和现实意义。
论文选取湖北省武汉市武汉创业孵化园基地为研究对象，聚焦孵化园的运营绩效
的核心问题开展深入系统的研究，以期为武汉创新孵化园基地的发展和推动我国大众
创新创业的实践提供借鉴，主要完成的研究工作和研究成果如下：
一、从创业孵化基地、创业孵化园和基地运营等几个方面，通过文献归纳法深入
剖析了创业孵化园概念；根据运营绩效评价要求，系统梳理了创业孵化园的运营管理、
产业群建设和绩效评价等方面的理论基础以及定量分析方法；
二、调查分析了武汉创业孵化园的创建发展历程及经营现状，通过对武汉创业孵
化园中运营团队的工作内容、组织架构、绩效考核指标的研究，针对性地设计了调查
问卷，随后实施调查和问卷回执的数据处理，根据调查结果发现武汉创业孵化园存在
考核指标不够客观、创业者准入标准不够清楚、资源转化率低等制度性问题，导致这
些问题的主要原因是绩效评价指标缺乏全局观，产业孵化园定位不够清晰，对评估结
果应用的有效性低等；
三、根据武汉创业孵化园的特点，聚焦提升孵化园运营绩效问题，提出了运营绩
效评价指标的构建思路和原则；分析了经济效益体系、社会效益体系、创新效益体
系、服务效益体系和合作效益体系，并提出了在实践中选择评价体系的建议；应用
指标评价层次结构模型分析了武汉创业孵化园运营绩效评价指标的权重，并定量分
析评价了其运营绩效；
四、根据武汉创业孵化园运营绩效分析评价的结果，分别从社会绩效、经济绩效
和服务绩效三个维度，在营造创新创业氛围、优化创业机制和综合服务机制等方面提

出了针对性的对策建议。
论文研究成果对武汉市创业孵化园的进一步发展和推动“大众创业、万众创新”
的实施具有借鉴参考价值。

Abstract

commissions of The State Council and relevant departments of provinces and cities have
issued various policies to vigorously support and promote the optimization and upgrading of
the entrepreneurship and innovation ecosystem, in recent years, The phenomenon of mass
innovation and entrepreneurship has mushroomed vigorously in China. In this context,
Business incubation base,as a gathering platformfor the development ofemerging
entrepreneurial enterprises, At the same time, it is also the focus of innovative entrepreneurs
or willing to innovate entrepreneurs, but due to the short time of the construction of business
incubation bases in China. The lack of systematic theoretical basis and sufficient practical
experience. In the development process of business incubation bases have exposed some
practical defects and problems, It is also one of the hot issues studied by scholars in economy
and management. Therefore, related research is of great theoretical value and practical
significance for the high-quality development of business incubation bases in China.
Paper selected Wuhan, Hubei province business incubator base as the research object，
focusing on the core problem of the operation performance of the incubator to carry out in-
depth system research, in order to the development of Wuhan innovation incubator base and
promote the practice of public innovation, the main completed research work and research
results are as follows:
First，analyze the concept of business incubator park from the aspects of business
incubator base, business incubator park and base operation through literature induction;
according to the requirements of operation performance evaluation, the theoretical basis and
quantitative analysis methods of operation management, industrial group construction and
performance evaluation are systematically summarized;
