校地共建研究院是一个创新平台组织，由政府、大学和企业、科技中介机构、金融机构
等的共同参与，以实现各种创新元素的快速汇聚，并有效地汇总产业链、创新链和资本链。
校地共建研究院也是打破成果转化瓶颈、打破技术转移壁垒，推动高校科技成果转化。同时，
也是科技与工业、技术与金融紧密结合的重要起点，是实现政产学研用的新型途径。随着科
技创新与经济转型的紧密结合，地方政府、高校和企业的各项需求不断增加，在以高校-地方
科研院所为代表的一大批新型研发机构不断涌现的同时，也出现了国家政策引导不足、科研
院所定位不明确等一系列问题和隐患，如商业模式尤其是盈利模式不明确、自我造血能力偏
弱、体制机制不完善、地方政府认知错位和对产业的支撑和引领作用不明显等问题，因此，
许多研究院无法实现其成立之初预期的职能和对地方产业的引领作用。一旦离开政府经费的
支持，就无法实现自主经营，最终导致高校、地方政府、企业等各相关方不满意的尴尬局面。
本文以文献分析法、案例分析法等研究方法对国内外产学研合作及校地共建研究院已有
的文献进行了研究总结，对校地共建研究院的的发展背景、功能平台、运营模式进行了分析，
认为研究院是创新高层次人才培养、科技成果转化、科技服务及科技制度创新的重要载体平
台。并提出了校地共建研究院对所面临的的问题。通过借鉴国外校地研究院的成功经验，结
合我国校地共建研究院的实践，对校地共建研究院的几种典型模式进行了分析比较，并分析
了模式选择的影响因素。在此基础上，以NYYC 研究院为案例进行了多方位分析，重点分析
了研究院相关发展概况、组织架构、实际运营模式及现在面临的具体问题，并给出了改进思
路和改进意见，为高校等科研院所与政府共建产业研究院提供发展策略和改革措施。建议引
入新的管理制度和平台协作制度，使校地共建研究院的参与者匹配良好，进行全方位的协作
研究、协同创新，从而让高等院校、科研院所的技术优势和人才实力充分发挥出来，助力科
技进步，推动地方经济发展，并且为校地共建研究院研究提供实践经验。

IAbstract
The joint construction of the school and the local government is a platform organization with
the joint participation of the government, universities and enterprises, scientific and technological
intermediaries, financial institutions, etc., in order to realize the rapid convergence of various
innovation elements, and effectively summarize the industrial chain, innovation chain and capital
chain. It is also a powerful booster to break the bottleneck of achievement transformation, break the
barrier of technology transfer and promote the transformation of scientific and technological
achievements in colleges and universities. At the same time, it is also an important starting point for
the close combination of science and technology with industry, technology and finance, and a new
way to realize the realization of government, industry, university, research and application. With the
tightness combination of science and technology innovation and economic transformation, the local
governments, universities and enterprises of various demand continues to increase, in places where
college - on behalf of the academy to have done a large number of new research and development
institutions have sprung up at the same time, have appeared in the national policy guidance,
scientific research institutes, unclear positioning and a series of problems and hidden dangers, For
example, the business model, especially the profit model, is not clear, the self-hematopoiesis ability
is weak, the system mechanism is not perfect, the local government;s cognition is misplaced, and
the supporting and leading role of the industry is not obvious. Therefore, many research institutes
cannot realize the expected function and leading role of the local industry at the beginning of their
establishment. Once leaving the support of government funds, it is impossible to realize
independent operation, which eventually leads to the embarrassing situation that universities, local
governments, enterprises and other relevant parties are not satisfied.
In this paper, literature analysis method, case analysis method and other research methods are
used to study and summarize the existing literature of industry-university-research cooperation and
school-land Co-construction Research Institute at home and abroad, and analyze the development
background, function platform and operation mode of school-land Co-construction Research
Institute. The research institute is regarded as an important carrier platform for the cultivation of
innovative high-level talents, transformation of scientific and technological achievements, scientific
and technological service and innovation of scientific and technological system. The problems
