摘要
伴随着资本市场的高速蓬勃发展，资金管理的重要性已被企业管理者提升至企业战
略的高度。自我国实施乡村振兴战略以来，农产品行业的发展逐渐产业化、规模化，且
标准化程度要求越来越高。H集团作为农产品企业的代表，以其独具健康创新特色的红
枣产品在国内市场上享有很高的占有率。自 2011年 H集团上市后，其战略布局几经变
化，集团传统的资金管理体系已经无法适应企业的战略发展的变化，无法为集团战略决
策提供支持。如何从战略层面全盘考虑对以H集团为代表的农产品企业的资金管理体系
进行优化，从而改善或解决目前的资金管理症结，是一个关乎企业长久健康发展的大计，
对企业的发展具有不容小觑的积极作用。
基于以上，本文梳理了国内外学者着眼企业战略发展视域下的资金管理研究成果，
将H集团作为研究对象，结合战略管理和资金管理的特征、目标、要求等内涵，从H集
团的实际出发，立足战略视角对于资金管理的理论基础、模式比较、流程优化、以及技
术更新的角度，优化与完善H集团的资金管理系统。首先，从理论上，详细对战略、资
金管理的概念、司库管理的基本原理进行介绍,并对现行的资金管理的运作模式进行对
比分析。其次，从H集团的实际情况出发，实际调研了H集团的现状、发展战略目标、
信息披露的财务报告、企业各类财务管理制度以及战略视角下资金管理的存在的问题，
运用了集团实例、理论、财务的分析方法对资金的预算管理、流动能力、以及信息技术
方面的问题以及成因上加以重点说明。之后，通过前期分析，优化H集团资金的管理架
构，选择出适合企业战略发展的资金管理模式，分别利用不同的改进措施，优化资金结
算流程，改进预算管理体系，并对资金的流动水平、信息化建设提出调整建议，以期可
以指引公司的管理者更好的达成组织的战略目标。最后，为保障资金优化方案的顺利进
行拟定了合理且有效的措施。
由本文对资金管理体系的优化可以看出，从战略视角出发具有一定的规划系统性，
通过科学合理的优化调整建议，符合集团和行业战略发展的需求，有利于集团资金的管
理效益和使用水平的提升。

Abstract
With the rapid and vigorous development of capital market, the importance of capital
management has been promoted to the enterprise strategic height by enterprise managers.
Since the implementation of the Rural Revitalization Strategy, the development of agricultural
products has had a tendency of industrialization, large-scale and increasing standardization
level. H Group, as a representative of agricultural enterprises, enjoys a high share in the
domestic market with its unique innovative and healthy products. Since H group was listed on
the stock market in 2011, its strategic layout has changed several times. The traditional fund
management system of the Group has been unable to adapt to the strategic development of the
enterprise and to provide support for the group's decision-making. The big plan about how to
optimize the capital management system of agricultural enterprises represented by H Group
from strategic level with a holistic view is important for the healthy long-term development of
the enterprise and has a positive function on the enterprise development.
Based on the above elements, this thesis, regarding H group as the research object,
combs the domestic and foreign scholars’ research achievements in capital management from
the perspective of enterprise strategic development. Depending on the reality of H group, this
thesis integrates with the characteristics, objectives and requirements of the strategic
management and capital management. Based on the strategic perspective of theoretical basis,
model comparison, process optimization and technology updating, this thesis aims at
optimizing the fund management system of H Group. Firstly, in theory, the thesis introduces
concepts of strategy management, fund management and treasury management in detail, and
makes a comparative analysis of the current fund management model. Secondly, starting from
the actual situation of H Group, the thesis makes actual researches on the current situation of
H Group, strategic objectives in development, financial reports with information disclosure,
various financial management systems of enterprises and existing problems of fund
management from the strategic perspective. With the analysis method of group instance,
theory and finance, this thesis focuses on budget management, liquidity, and information
technology problems and their causes. Later, through the preliminary analysis, the thesis
optimizes the fund management structure of H Group, and chooses a fund management mode
which is suitable for enterprise strategy development. This mode takes advantage of different
improvement measures to optimize capital settlement process and improve the budget
management system, and also proposes some adjustment suggestions for the level of liquidity
and information construction, helping enterprise strategy management achieve its strategic
