随着“科技兴蒙”行动、绿色能源发展战略和电力行业市场化改革的不断深入,对
电力企业推动电网和企业创新发展、加快电力能源和数字新技术深度融合、培育发展
新动能和构建发展新业态提出了新的要求和使命,面对绿色发展、安全、服务升级以
及数字动能等高质量发展新要求,精准把握新发展机遇,科学制定战略目标和战略定
位,及时进行电力企业发展战略研究,对内蒙古 A电力企业应对电力体制机制改革
要求、加快智慧电网建设、助推能源绿色消费和企业高质量发展具有重要的意义。
论文在战略管理理论和国内外相关文献的研读基础上,立足内蒙古 A电力企业
的发展背景和现状,运用 PEST、SWOT以及波特五力分析模型,首先从内蒙古 A电
力企业的政策、经济等宏观环境和潜在进入者威胁、消费者议价能力等行业环境的外
部环境进行分析,其次对内蒙古 A电力企业的基本发展状况、内部资源和内部能力
进行综合研判,最后在对企业当前面临的优势、劣势、机遇等因素进行归纳分析后,
提出契合企业的战略愿景、目标和战略。
论文旨在通过对企业内外部环境的综合分析,归纳了企业所面临的优势、劣势、
机遇和威胁等因素,综合研判后提出企业应采用后向一体化发展战略、密集型发展战
略以及职能战略,并从电网规划保障、电网转型升级、电力营商环境、财务内控管理、
创新发展能力及企业文化建设等方面提出战略保障的建议。

ABSTRACT
With the continuous deepening of the "Science and Technology"
initiative, the green energy development strategy and the market-oriented
reform of the power industry, which is necessary for power companies to
promote the innovation and development of power grids and enterprises,
accelerate the deep integration of power energy and digital new technologies,
cultivate and develop new kinetic energy. The new business propound some
new requirements and missions. Facing new requirements for high-quality
development such as green development, safety, service upgrades and digital
kinetic energy, it accurately grasps new development opportunities,
scientifically formulates strategic goals and strategic positioning, and
conducts research on power enterprise development strategies in a timely
manner. It is of great significance for Inner Mongolia A power enterprises to
respond to the requirements of power system and mechanism reform,
promoting green energy consumption and high-quality development of
enterprises.
Based on the study of strategic management theory and relevant
domestic and foreign literature, and the development background and current
situation of Inner Mongolia A power company, this paper uses PEST, SWOT
and Porter's five forces analysis model to start with the macroeconomics of
Inner Mongolia A power company’s policy and economy. Analyzing the
external environment of the industry environment, including the threat of
potential entrants, and the bargaining power of consumers. Secondly,
conducting comprehensive research and judgment on the basic development
status, the internal resources and internal capabilities of Inner Mongolia A
power company. Finally, summaring the current advantages, disadvantages,

opportunities and threats of the company, and offering the company’s strategic
positioning, goals, strategies and specific strategic measures and safeguards.
This paper`aim is elaborating the advantages and disadvantages,
opportunities and threats by the comprehensive explaination of the internal
and external surroundings from the enterprise, and to propose a backward
integration that meets the needs of high-quality development of Inner
Mongolia A electric power enterprises. Development strategy, intensive
development strategy and functional strategy, putting forward suggestions on
strategic guarantee from the aspects of power grid planning guarantee, power
grid transformation and upgrading, power business environment, financial
internal control management, innovation and development capability and
corporate culture construction.
