自从邓小平同志于 1983年提出“饲料要作为工业来办”后,饲料企业数量经历了
一条抛物线式的发展轨迹,从第一个吃螃蟹到蜂拥而上再到百花齐放,直到目前的整
合淘汰,中国饲料产业发展 40年,目前整个行业处于转型和升级的重要阶段,而内
蒙古作为我国的粮仓、肉库、奶罐,大力发展内蒙古的农业、畜牧业、养殖业一直是
国家发展规划中的重点,饲料与之关联度较高,发展饲料业不仅是提高农业、畜牧业
竞争力的有力措施,还能带动养殖业的发展。
基于这种认识,本文以内蒙古华富饲料有限责任公司为实例,以企业发展战略即
一体化战略、密集型战略、多元化战略和企业发展战略框架即愿景、战略目标、业务
战略、职能战略及 SWOT分析模型、PEST分析模型为理论指导,对中国饲料行业发
展历程、饲料产业宏观环境进行详细分析,顺势引出内蒙古饲料行业发展现状,再次
对内蒙古华富饲料有限责任公司展开内部剖析,包括公司产品定位、市场表现、产品
产销情况、核心技术与知识产权等,最终选择、确立符合内蒙古华富饲料有限责任公
司发展的总体战略为密集型战略,并且从业务战略、职能战略两方面详细说明具体战
略选择。同时,为了对所制定的企业发展战略提供有力的保障措施,提出加强人才引
进与培养、控制原料采购、深化内部管理制度、推进信息化建设、以质量安全为根本
的保障措施。期望本文能够为内蒙古华富饲料有限责任公司带来实践指导作用,真正
能够让其在变革大环境背景下稳步向前。

ABSTRACT
Since Comrade Deng Xiaoping put forward “Feed should be run as
industry”in 1983, the number of feed enterprises has experienced a
parabola-like development trajectory, from the first to eat crabs to swarm to
bloom again, until the current integration and elimination, China’s feed
industry has developed for 40 years, and at present the entire industry is in an
important stage of transformation and upgrading, while Inner Mongolia, as
China’s grain depot, Meat Depot, milk can, the development of agriculture,
animal husbandry and aquaculture in Inner Mongolia has always been the
focus of the national development plan, and the feed industry has a high
degree of relevance to it. The development of the feed industry is not only a
powerful measure to improve the competitiveness of agriculture and animal
husbandry, it can also drive the development of aquaculture.
Based on this understanding, this paper takes Inner Mongolia Huafu
Feed Co., Ltd. as an example and takes the enterprise development strategy
namely integration strategy, intensive strategy, diversification strategy and the
enterprise development strategy framework namely vision, strategic
objectives, business strategy, functional strategy, SWOT analysis model and
PEST analysis model as theoretical guidance. The development process and
macro environment of Feed industry in China are analyzed in detail, and the
development status of Feed industry in Inner Mongolia is introduced. The
internal analysis of Inner Mongolia Huafu Feed Co., Ltd. is carried out again,
including product positioning, market performance, product production and
marketing, core technology and intellectual property rights, etc. The final
selection and establishment of Inner Mongolia Huafu Feed Co., Ltd. in line
with the development of the overall strategy for intensive strategy, and from
the business strategy, the functional strategy of the specific strategic choice in
detail. At the same time, in order to provide strong guarantee measures for the
enterprise development strategy, the paper puts forward some guarantee
measures, such as strengthening the introduction and training of talents,
controlling the purchase of raw materials, deepening the internal management

system, promoting information construction and taking quality and
safety as the fundamental. It is expected that this paper can bring practical
guidance to Inner Mongolia Huafu Feed Co., LTD., and make it move
forward steadily under the background of reform.
