要
连云港作为全国最早开放的十四个沿海开放城市之一，改革开放以来在地区
经济发展中先后获得了一系列国家及地方政府的相关政策支持，港口物流业务一
度位列全国港口TOP10。然而，近年来由于多种因素的共同影响，其港口地位在
国内有所下降，港口物流无论是总体业务量还是市场竞争力，与周边的烟台港、
青岛港等相比均处于相对劣势。基于此，借国家“一带一路”战略及自由贸易试
验区落户连云港的大好契机，结合连云港港口物流发展情况，客观评价其港口物
流竞争优势，并结合影响其物流发展的因素分析，提出提升连云港港口物流市场
竞争能力的策略，既符合连云港地区经济“高质发展、后发先至”的战略目标，
又是连云港港拓展港口物流国际国内竞争优势，实现港口物流业务差异化发展和
港产城融合发展的客观要求。
论文研究分四个部分，其中第一部分绪论主要阐述论文研究背景、目的和意
义，梳理国内外有关港口物流竞争力的相关理论研究，阐述研究连云港港口物流
竞争力的必要性。第二部分包括连云港港口物流竞争力评价分析和连云港港口物
流影响因素分析。具体涉及连云港港口物流竞争力的内涵、内容和评价方法，港
口物流竞争力评价指标体系构建及评价等内容展开研究，连云港港口物流影响因
素的构成、研究方法和评价等具体内容。第三部分主要是结合连云港港物流发展
存在的具体问题，以及上文的竞争力评价和港口物流影响因素，提出提升连云港
港口物流竞争能力的策略，主要从政府层面的外部视角和港口自身的内部视角提
出提升连云港港物流竞争力的策略。第四部分总结概括论文研究的结论，并给出
本文研究的不足和未来的研究方向。

Abstract
Lianyungang is one of the 14 earliest open coastal cities in China. Since the
reform and opening up, Lianyungang has obtained a series of relevant policy support
from the national and local governments in the regional economic development. The
port logistics business once ranked among the top 10 ports in China. However, in
recent years, due to the combined influence of many factors, the status of its port has
declined in China. Compared with Yantai port and Qingdao port, port logistics is in a
relative disadvantage in terms of overall business volume and market competitiveness.
Based on this, one of the opportunities for one of the "one belt, one road" strategy and
the free trade pilot area to settle in Lianyungang is to objectively evaluate its port
logistics competitive advantage combined with the development of Lianyungang port
logistics. Combined with the factors that affect its logistics development, the paper
proposes a strategy to enhance the competitiveness of Lianyungang port logistics
market, which is in line with the high quality development and post development of
Lianyungang's regional economy. The strategic goal of "first come first", is also the
objective requirement of Lianyungang port to expand the international and domestic
competitive advantages of port logistics, realize the differentiated development of port
logistics business and the integration of port industry and city.
This paper is divided into four parts. The first part of the introduction mainly
describes the research background, purpose and significance of the paper, combs the
relevant theoretical research at home and abroad on the port logistics competitiveness,
and expounds the necessity of studying the port logistics competitiveness of
Lianyungang. The second part includes Lianyungang Port Logistics Competitiveness
Evaluation Analysis and Lianyungang Port Logistics influencing factors analysis.
Specifically, it involves the connotation, content and evaluation method of
Lianyungang port logistics competitiveness, the construction and evaluation of port
logistics competitiveness evaluation index system, and the composition, research
methods and evaluation of Lianyungang Port Logistics influencing factors. The third
part is mainly combined with the specific problems existing in the logistics
development of Lianyungang port, as well as the above competitiveness evaluation
and port logistics influencing factors, puts forward the strategies to enhance the
logistics competitiveness of Lianyungang port, mainly from the external perspective

of the government and the internal perspective of the port itself. The fourth part
summarizes the conclusion of this paper, and gives the shortcomings and future
research direction of this paper.
