摘
要
现今,信息技术外包行业正处于一个机遇与挑战并存的时代。一方面信息技术外包
与各行业间的融合成为提高效率、推动进步的重要方式,对经济社会发展具有重要的支
撑和引领作用;另一方面由于中国劳动力成本逐年上涨等重要因素,国内的信息技术外
包行业正在面临其他国家的强烈冲击。ACT信息技术有限公司作为一家为客户提供信息
技术交付实施及解决方案的信息技术外包公司,如何能够在当今环境形势下继续深耕中
国进行长远发展成为了公司正在面临的一个严峻课题。
本文使用了发展战略理论,并运用了 PEST分析、波特五力模型、SWOT分析等一
系列战略管理分析工具,以 ACT信息技术有限公司为研究对象,对 ACT信息技术有限
公司的内外部环境进行了阐述和分析。分别从政策环境、经济环境、技术环境、社会环
境的宏观环境角度以及现有竞争者、潜在进入者、替代品威胁、供应商议价能力、购买
者议价能力的行业环境角度分析了 ACT 信息技术有限公司所处的行业现状及未来的趋
势,以清楚了解影响战略选择的主要社会力量和影响因素。同时分别从企业概况、企业
资源、企业能力的角度分析了 ACT信息技术有限公司的内部环境,对 ACT信息技术有
限公司的整体资源、组织资源和人力资源以及盈利、技术和创新能力进行了全面细致的
研究。利用 SWOT 分析工具,分别从公司自身的优势和劣势,外部环境所面临机会和
威胁的角度对 ACT信息技术有限公司进行分析,以明确 ACT信息技术有限公司的发展
优势与劣势,了解其面临的发展机会和威胁。进而在秉持着公司一脉相承的使命和愿景
之下,考虑了一系列战略选择的影响因素之后,明确了 ACT 信息技术有限公司在未来
十年之内要打造一个业界领先的大型专业化信息技术解决方案服务商的战略目标和采
取扭转型战略的总体发展战略选择。
本文基于 ACT信息技术有限公司的战略目标和战略选择,细化了战略实施的方案,
同时提出了重组构建业务架构、优化升级资源配置、创新研发核心技术、加强客户关系
管理这四个方面作为发展战略的具体实施方向。为使战略实施的过程顺利,最后本文提
出要推动内部组织结构整合、打造人才共享机制、完善业务升级机制、继续建立健全创
新型数字化转型机制四个角度作为战略实施配套保障措施,为战略目标的达成保驾护
航。希望本研究能够帮助 ACT 信息技术有限公司明确其发展目标,制定科学合理的发
展战略,从而提升公司的竞争力,并可以为其他信息技术外包行业今后的发展提供有益
参考。

The Strategy Research on ACT Information Technology Co., Ltd
Abstract
The IT outsourcing industry is facing an era of both opportunities and challenges at the
same time in nowadays. On the one hand, the integration of IT outsourcing and various
industries has become an important way to improve efficiency and promote progress, which
plays an important role in supporting and guiding economic and social development. On the
other hand, the outsourcing industry in China is facing strong impact from other countries due
to the increasing labor costs. ACT Information Technology Co., Ltd. is an information
technology outsourcing company which provides clients with technology delivery,
implementation and solutions. How to deepen the long-term development in China
continuously under the current environment has become a severe problem for the company.
This thesis takes ACT Information Technology Co., Ltd. as the research object by using
the development strategy theories and tools, such as PEST analysis, Porter's five forces model
and SWOT analysis, to expound the internal and external environment of ACT Information
Technology Co., Ltd. To have a clear understanding of the main social forces and influencing
factors that influence the strategy choice of ACT Information Technology Co., Ltd., this thesis
analyzes the current situation and future trend of ACT Information Technology Co., Ltd. from
the perspectives of policy, economic, technical, social and industry environment as well as the
analyzes of the existing competitors, potential entrants, threat of substitutes, bargaining power
of suppliers and bargaining power of buyers. At the same time, the internal environment of
ACT Information Technology Co., Ltd. is analyzed from the perspective of overview, resources
and capabilities of the company. The overall resources, organizational resources and human
resources, as well as the profitability, technology and innovation capabilities of ACT
Information Technology Co., Ltd. are also studied comprehensively. The SWOT analysis tool
is used to analyze ACT Information Technology Co., Ltd. from the perspective of the ACT
Information Technology Co., Ltd.’s own strengths and weaknesses, as well as the opportunities
and threats faced by the external environment, to clarify the development strengths and
weaknesses of ACT Information Technology Co., Ltd. and understand the development
opportunities and threats currently facing. Under the mission and vision of the company, ACT
Information Technology Co., Ltd. is aiming to build a leading large-scale professional
information technology solution service provider within next 10 years as its strategic objective
and adopting for the WO strategy as the development strategy choice.
Based on the strategic objective and strategic choice of ACT Information Technology Co.,
Ltd., this thesis elaborates the strategy implementation plan, and proposes four specific

implementation directions of the development strategies, which are listed as to restructure and
construct business architecture, to optimize and upgrade resource allocation, to innovate and
research core technologies, and to strengthen the customer relationship management. Finally, to
make the process of strategy implementation smoothly, this thesis proposes another four
perspectives measures as the supporting suggestions for the strategy implementations, which
listed as to promote the integration of internal organizational structure, to build talent sharing
mechanism, to improve business upgrading mechanism, and to establish and improve
innovative digital transformation mechanism. It is hoped that this thesis can help ACT
Information Technology Co., Ltd. to clarify its development objective, formulate a reasonable
and scientific development strategy, to enhance the competitiveness of the ACT Information
Technology Co., Ltd. It is also hoped this thesis can provide useful reference for the future
development of other information technology and software outsourcing industries at the same
time.
