摘 要
中国经济不断发展,由高速增长转向高质量发展过程中,随着供给侧改革不断深入,
我国各行业都处在不断深入改革发展的深水区。在经济新常态逐步推进,国内基建投入
放缓的同时,新建项目逐年减少,设计院行业竞争不断加剧。D土木建筑设计研究院为
校办企业,是一家以土木工程类咨询设计业务为主的综合性设计院,当下的 D土木建筑
设计研究院不具有工程总承包综合实力和中小型设计院的灵活运营能力,在激烈的竞争
环境下,将面临着巨大考验。
本论文以 D土木建筑设计研究院为例,采用调查研究法,实地调研企业,发现问题。
采用文献研究法,研究相关理论。采用定性分析法,分析企业发展机遇、威胁、优势和
劣势。利用系列分析工具,进行分析和归纳。首先说明了研究背景和意义,梳理相关理
论基础和参考依据,确定研究方向。其次研究 D土木建筑设计研究院所处的环境。其中
在外部环境方面,一方面从宏观环境入手,另一方面从行业环境进行分析,使用了
G-PEST分析宏观环境,通过五力模型方法对行业环境进行归纳。在内部环境方面,从
D土木建筑设计研究院企业简介、内部资源能力分析进行入手。然后运用 SWOT分析 D
土木建筑设计研究院的优势、不足等,将其归纳成分析矩阵表格,确定 D土木建筑设计
研究院的战略选择,进而制定战略目标。
经过分析,本论文为 D土木建筑设计研究院选择了扭转型战略,充分利用外部机会
条件来克服和弥补企业内部劣势。在稳定的经济环境下,围绕“一带一路”建设,在目
前自身所拥有的行业资质较高、项目经验丰富、拥有大学学科资源和特色资源等优势的
基础上,创新商业模式,与具有工程总承包的国央企合作,与综合实力较强的施工单位
强强联手,互相借势,共同开拓国内外市场。为确保 D土木建筑设计研究院发展战略实
施,提出提升销售管理能力、提升人力资源水平、提升业务能力、加强品牌文化建设等
保障措施。最后进行总结。

The Research on Development Strategy of D Design Institute of Civil
Engineering and Architecture
Abstract
As China's economy continues to move from high-speed growth to high-quality
development, with the deepening of supply-side reform, all industries in China are in the
deep-water zone of deepening reform and development. With the gradual advance of the new
normal in the economy and the slowdown of domestic infrastructure investment, new projects
are decreasing year by year and competition in the design institute industry is intensifying. D
Design Institute of Civil Engineering and Architecture is a school-run enterprises, which is a
comprehensive design institute of consulting business focus on civil engineering design, D
Design Institute of Civil Engineering and Architecture does not have the comprehensive
strength of the general contractor and the flexible operation ablitly of small and medium-sized
design institute, and it is going to face the huge challenge in the market environment of fierce
competition.
Taking D Design Institute of Civil Engineering and Architecture as an example, this thesis
adopts the method of investigation and research to investigate enterprises on the spot and find
problems. Literature research method is adopted to study relevant theories. Qualitative analysis
is used to analyze the opportunities, threats, advantages and disadvantages of enterprise
development. Use a series of analysis tools to analyze and summarize. Firstly, the research
background and significance are explained, the relevant theoretical basis and reference basis
are sorted out, and the research direction is determined. Secondly, the environment of D Design
Institute of Civil Engineering and Architecture is studied. In terms of external environment, on
the one hand, it starts from the macro environment, on the other hand, it analyzes the industry
environment. G-pest analysis is used to analyze the macro environment, and five forces model
is used to summarize the industry environment. In terms of internal environment, this thesis
starts with the enterprise profile and internal resource capability analysis of D Design Institute
of Civil Engineering and Architecture. Then, SWOT is used to analyze the advantages and
disadvantages of D Design Institute of Civil Engineering and Architecture, and it is
summarized into an analysis matrix table to determine the strategic, and then formulate
strategic goals.
After analysis, this thesis selects the a reverse strategy for D Design Institute of Civil
Engineering and Architecture, and makes full use of external opportunities and conditions to
overcome and compensate for internal weaknesses of the enterprise. In a stable economic

environment, around the construction of “The Belt and Road Initiative”, based on the
advantages of high industry qualifications, rich project experience, university discipline
resources and characteristic resources, it innovates business models, cooperates with
state-owned central enterprises with general contracting of projects, and cooperates with
construction units with strong comprehensive strength to take advantage of each other and
jointly explore domestic and foreign markets. In order to ensure the implementation of the
development strategy of D Design Institute of Civil Engineering and Architecture, it puts
forward measures to enhance sales management ability, improve human resource level,
improve business ability and strengthen brand culture construction. Finally, summarize.
