H公司离心母液水处理系统升级改造项目
综合效益评价
摘要
为深入贯彻习近平生态文明思想,践行“绿水青山就是金山银山”理念,遵循
“节水优先、空间均衡、系统治理、两手发力”的治水思路,国家相继发布了一系
列重大决策部署,推动我国污水资源化利用实现高质量发展。为响应国家号召,

贯彻落实国家污水资源化利用等相关政策,实现工业废水循环利用,H公司积极
组织开展企业内部废水回收利用等相关课题的研究,决定对现有的离心母液水处
理系统进行升级改造,增加后续的母液水深度处理工艺,将本应外排的废水经过
深度处理后重新回用于生产,降低废水排放量。本研究利用现代项目管理的理论
和方法对 H公司离心母液水处理系统升级改造项目进行综合效益评价,判断项目
综合效益情况,分析确定项目的可行性及提升项目可行性的策略。
本文首先介绍了 H公司离心母液水处理系统升级改造项目的概况,并根据项
目数据对相关经济效益指标进行了分析,确定项目在经济方面的可行性。然后,
根据综合效益评价指标体系的构建原则,分别从安全、环保、技术、经济、社会、
政策六个方面选取了 24个指标构建了 H公司离心母液水处理系统升级改造项目
综合效益评价指标体系。在已建立的评价指标体系的基础上,利用层次分析法确
定指标权重,并进行一致性检验,评价模型构建的合理性。接着,利用模糊综合
评价法依次对评价指标进行单因素模糊评价和综合模糊评价,并对评价结果进行
分析。最后,根据模糊综合评价的最大隶属度原则,对应评价集,确定评价等级。
通过最终的综合效益评价结果可以看出,本项目具有良好的综合效益。因此,可
以根据综合效益评价指标确定项目具有较高的可行性。最后在综合效益评价的基
础上提出一些具有针对性的建议:选择合理工艺,减少项目投资,提高项目的可
行性;提升管理水平,优化工艺流程,加强成本管控,实施员工激励政策;完善
制度体系,加强政策引导,建立长效激励机制。

ABSTRACT
In order to deeply implement Xi Jinping Thought on Ecological Civilization,
practice the concept of "green water and green mountains are golden mountains and
silver mountains", and adhere to the water management idea of "water conservation
priority, spatial balance, systematic governance, and two-handed force", China has
successively issued a series of major decisions and deployments, systematically carried
out the utilization of sewage water resources, and promoted the high-quality
development of sewage water utilization in China. In order to implement the relevant
policies such as the utilization of national sewage resources, and realize the recycling
of industrial wastewater, H Company actively organizes research on related topics such
as internal wastewater recycling and utilization of enterprises, and decides to upgrade
the existing centrifugal mother liquor water treatment system, increase the follow-up
mother liquor water deep treatment process, and reuse the wastewater that should be
discharged after deep treatment for production, reduce wastewater discharge, and
improve the utilization rate of enterprise water resources. This study uses the theory
and method of modern project management to evaluate the comprehensive benefits of
the H Company centrifugal mother liquor water treatment system upgrading project,
judge the comprehensive benefits of the project, and determine the feasibility of the
project, analyze and determine the feasibility of the project and the strategy of
improving the feasibility of the project
This paper first introduces the overview of the H Company centrifugal mother
liquor water treatment system upgrade project, and analyzes the relevant economic
benefit indicators according to the project data. Then, 24 indicators were selected from
the six aspects of safety, environmental protection, technology, economy, society and
policy to build the comprehensive benefit evaluation index system of the H
Company centrifugal mother liquor water treatment system upgrading project. The
analysis hierarchy method is used to determine the weight of the indicators. Then, the
fuzzy comprehensive evaluation method was used to conduct one-factor fuzzy
evaluation and comprehensive fuzzy evaluation of the evaluation indicators in turn,
and the evaluation results were analyzed. Finally, according to the principle of

maximum affiliation of fuzzy comprehensive evaluation, the evaluation level is
determined according to the corresponding evaluation set. Through the final results,
we can see that this project has good comprehensive benefits. Therefore, it is possible
to determine that the project has a high feasibility according to the comprehensive
benefit evaluation indicators.Finally, on the basis of comprehensive benefit evaluation,
some targeted suggestions are put forward: choose a reasonable process, reduce project
investment, and improve the feasibility of the project; improve the management level,
optimize the process flow, strengthen cost control, and implement employee incentive
policies; improve the system system, strengthen policy guidance, and establish a
long-term incentive mechanism.
