Research on the Efficiency of Sichuan Province Investment and Financing Mechanism under the
PPP Mode
Abstract
With the continuous development of the economy and the continuous evolution
of the urbanization process, the PPP model is a new financing force for reducing the
government's financial burden. The PPP model plays a role in promoting urbanization
development, infrastructure construction, alleviating government financial pressures
and improving people's livelihood. Plays an important role. As local governments
actively respond to the policy of participating in construction projects in the PPP
model, the demand for funds continues to increase, and problems such as narrow
financing channels and high financing costs are common, making it difficult to use
PPP model projects to progress.
Since 2014, the state has vigorously promoted the PPP model, that is, the
public-private partnership system. Local cities have responded positively. More and
more prefecture-level cities have used the PPP model for effective financing. The
financing scale of the PPP model has also increased year by year. , The system is not
perfect enough, and the existing system cannot match the current level of
development. At present, there are relatively few domestic researches on the
investment and financing efficiency of the PPP model, especially the research on the
investment and financing efficiency of the PPP model in a certain area. The scale of
investment and financing using the PPP model in Sichuan ranks among the top in the
country. Therefore, combining the actual situation of the region and empirical analysis
to study the investment and financing efficiency of the PPP model in Sichuan
Province can enrich the theoretical research on the investment and financing
efficiency of the PPP model, and to the extent to which the PPP model plays a role in
the construction of cities and towns. The sustainable and healthy development of the
investment and financing model in project construction is of great significance.
This article first combs the research situation of domestic and foreign scholars on
the financing efficiency of the PPP model, and then introduces the relevant theories of

financing efficiency and financing efficiency based on this. Secondly, it briefly
introduced the development status of the PPP model in my country, analyzed the
development status of the PPP model in Sichuan Province and the status quo of
project investment and financing, and clarified the problems in the development of the
PPP model. Next, select indicators such as the total amount of financing in the PPP
model and the number of projects to construct an index system. After empirical
analysis and calculation, the results of the investment and financing efficiency of the
PPP model in 21 cities are obtained. The empirical analysis shows that the overall
financing efficiency of the projects using the PPP model in Sichuan Province is low,
the use of funds is not efficient, the level of project management is poor, and there is a
waste of resources. Finally, based on the actual situation of the development of the
PPP model and the results of empirical analysis, from the aspects of policy and system
construction and the development of prefecture-level cities, we propose to improve
the PPP model related systems and promote the PPP model on how to improve the
investment and financing efficiency of the PPP model in Sichuan Province Legislation,
broadening financing channels, and social capital transforming its own understanding
of the PPP model.
