摘要
社会经济的发展和人口老龄化的剧增,推动了功能型健康类消费品的市场需
求。以功能型化妆品为例,2019年市场规模为 135.5亿元,同增 32.3%,2016-2019
年中国功能型化妆品的 CAGR为 25.7%,而化妆品整体 CAGR仅为 12.9%。近
年来,行业主管部门准确洞察功能型化妆品的行业发展态势,不断加强对此类产
品的监管要求。最新版《化妆品监督管理条例》将于 2021年 1月 1日起正式实
施。这一举措对化妆品,特别是功能型化妆品的产业发展以及产品开发管理模式
带来深远影响,并最终推动产品加速迭代、为从业企业创造新的机遇。
作为功能型化妆品从业企业,从源头——即产品开发管理层面——优化流程
及决策,引入产品功效评价环节,不仅能够满足监管层面的合规要求,还可以控
制成本、缩短开发周期,从而提升产品开发成功率与项目收益。
本文对拜耳集团特殊化妆品和普通化妆品的开发过程进行了详细分析,紧扣
新版《化妆品监督管理条例》的监管要求,通过对比传统药品和传统化妆品的开
发流程与特点明确了功能型化妆品的产品开发优化方向,并详细设计了优化方法
与过程。最终通过两种评价方式对优化结果进行了定量分析,得出整体优化成效
较为显著的结论。

Abstract
The rapid economic development and growing aging population have promoted
the market demand for functional consumer healthcare products. In cosmeceuticals,
for example, the market size in 2019 was 13.55 billion RMB, with a growth of 32.3%.
From 2016 to 2019, the CAGR of cosmeceuticals in China was 25.7%, while the
overall CAGR of cosmetics was only 12.9%. In recent years, competent departments
of the industry have gained accurate insight into the development trend of
cosmeceuticals, and constantly strengthened the regulatory requirements for such
products. The latest version of the Regulations on Supervision and Administration of
Cosmetics has come into effect on January 1, 2021. This initiative has a significant
impact on cosmetics, especially cosmeceuticals, accelerating product iteration and
generating new opportunities for industry development.
As a cosmeceuticals enterprise, on the product development management level,
optimizing the process and decision-making, introducing product efficacy evaluation,
effectively controlling the cost, and shortening the overall development cycle will
greatly improve the results of product development.
This paper cites several examples of the development of cosmeceutical products
and traditional cosmetics products, closely following the new edition of Regulations
on The Supervision and Administration of Cosmetics. It analyzes the direction of
product development optimization in cosmeceuticals by comparing the development
process and characteristics of traditional drugs and cosmetics and introduces
particular methods and processes for optimization in detail. Finally, a quantitative
analysis of the optimization results is carried out with two evaluation methods, from
which we conclude that the overall optimization results are significant.
