摘要
土地整治综合效益评价关乎着土地整治项目的科学性、期望总体目标的达成度，
以及乡村振兴事业的进展程度等，是一项基础性工作。随着21世纪以来我国经济的快
速发展，大面积自然耕地在工业化进程中受到破坏，人均可利用有效土地面积愈来愈
少。过去我国土地整治往往以经济效益为驱动力，但如今环境问题越来越凸显、土地
生态条件日趋脆弱，因此，提高土地利用率和产出比、切实扩大耕地有效面积是当下
我们必须予以重视的问题。在“十四五”推进乡村振兴的背景下，重庆市和南川区政
府都提出了转变农业发展方式，同时兼顾大规模土地综合整治的工作要求，期冀能够
解决生产生活的消费需求与土地资源开发利用二者之间的矛盾。
本文先从国内外相关文献资料入手，整理了土地整治与土地整治效益评价的基础
概念，包括土地供给、成本——收益等理论内容。然后收集了南川区德隆镇2个村土
地整治项目的数据，并依靠层次分析法确定效益评价指标的准则层、使用模糊综合评
价法南川区土地整治项目的综合效益进行评价，得到了经济、社会、景观、生态四个
方面的效益评价结果后对重庆市南川区德隆镇2个村的土地整治项目进行问题诊断，
肯定了当前土地整治在经济效益和社会效益方面形成的积极作用，同时也揭示了在景
观效益和生态效益方面存在的不足。在最后的章节部分，针对发现土地整治项目中的
问题提出了相应的可行性建议，如加强土地规划管理工作、提高各部门资金整合度、
完善公众参与制度等。未来的土地整治必须更加注重经济、社会、生态效益等方面的
综合考量，在改善农村生产生活条件的同时注重对项目区自然景观、生态环境的保护
，促进各方效益协调统一发展。

The comprehensive benefit evaluation of land consolidation is related to the scientific
nature of land consolidation projects，the achievement of expected overall goals，and the
progress of rural revitalization. It is a basic work. With the rapid development of my
country's economy since the 21st century，a large area of natural cultivated land has been
destroyed in the process of industrialization，and the effective land area per capita has
become less and less. In the past， land consolidation in my country was often driven by
economic benefits， but now environmental problems are becoming more and more
prominent，and land ecological conditions are becoming more and more fragile. Therefore
， we must pay attention to improving the land utilization rate and output ratio and
effectively expanding the effective area of arable land. question. In the context of
promoting rural revitalization during the "14th Five-Year Plan"， the governments of
Chongqing Municipality and Nanchuan District have proposed to change the agricultural
development mode， while taking into account the work requirements of large-scale
comprehensive land consolidation， hoping to solve the consumption needs of production
and life and land resources. Development and utilization of the contradiction between the
two.
This paper starts with relevant domestic and foreign literatures，and sorts out the basic
concepts of land consolidation and land consolidation benefit evaluation，including the
theoretical content of land supply， cost-benefit and so on. Then， the data of land
consolidation projects in two villages in Delong Town，Nanchuan District were collected，
and the criterion level of the benefit evaluation index was determined by the AHP，and the
comprehensive benefit of the Nanchuan District land consolidation project was evaluated
by using the fuzzy comprehensive evaluation method. After the evaluation results of the
four aspects of society， landscape and ecology， the problem diagnosis of the land
consolidation project in Nanchuan District， Chongqing City was carried out， which
affirmed the positive role of the current land consolidation in economic and social benefits
，and also revealed the impact of landscape and social benefits. There are deficiencies in
ecological benefits. In the last chapter， the corresponding feasible suggestions are put
forward in response to the problems found in the land consolidation project， such as
strengthening the management of land planning，improving the integration of funds in
