二十一世纪以来,随着我国经济水平的快速发展,居民消费观念开始逐步由 储蓄向消费和投资方向转变;而商业银行为获取更大的市场空间和利润,也在不 断的创新产品模式,各银行之间的竞争也愈演愈烈。同时,个人消费信贷业务作 为商业银行的主要业务之一,也成为各银行重点发展对象。本文运用文献研究法、 实地调查法和理论与实践相结合的方法,以中国工商银行重庆分行个人消费信贷 业务为研究对象,阐述了个人消费信贷业务、个人消费信贷风险以及个人消费信 贷理论的基本内容,具体分析了重庆工商银行个人消费信贷业务发展的现状,从 中发现目前重庆工商银行个人消费信贷业务存在的问题包括产品业务不够丰富、 消费信贷业务流程不健全、内部风险管理意识不足以及有关个人消费信贷内部控 制制度还没有得到充分建立等问题,而导致这些问题存在的原因则主要是源于工 商银行产品创新投入及营销力度的不足和风险管理手段的匮乏。因此,在学习了 国内外其他银行成功的经验之后,本文拟从新产品结构发展方向、建立健全内部 风险管控体系、打造专业化团队完善监督机制、完善个人消费信贷保障措施等四 个方面提出相关建议,以期能够为西南地区其他商业银行个人消费信贷业务的风 险管理提供经验借鉴。 关键词:个人消费信贷业务;信用风险;风险管理 II Abstract Since the 21st century, with the rapid development of China's economic level, the consumption concept of residents has gradually changed from saving to consumption and investment. In order to gain greater market space and profit, commercial banks are constantly innovating product models, and the competition among banks is becoming increasingly fierce. At the same time, as one of the main business of commercial banks, personal consumer credit business has also become the focus of the development of banks. This paper uses literature research, on-the-spot investigation method and the method of combining theory and practice of personal consumption credit business in the industrial and commercial bank of China Chongqing branch as the research object, this paper expounds the personal consumption credit business, personal consumption credit risk, and the basic content of personal consumer credit theory, analyzed the status quo of Chongqing industrial and commercial bank of personal consumption credit business development, Find the current problems existing in the Chongqing industrial and commercial bank of personal consumption credit business including product business not enough rich, consumer credit business process is not sound, lack of internal risk management consciousness, and the internal control system of personal consumption credit has not been fully established, and the cause of these problems are mainly from the industrial and commercial bank of product innovation investment and the lack of marketing and a lack of risk management. Therefore, after learning the other Banks at home and abroad successful experience, this article proposed the new product structure development direction, establish and improve the internal risk control system, makes the specialized team to perfect the supervision mechanism, perfecting the personal consumption credit safeguard measures and so on four aspects put forward relevant Suggestions, in order to be able to other commercial Banks in southwest China to provide experience for the risk management of personal consumption credit business.
