Key-words:Comprehensivebudgetmanagement;JiangxiAirportGroup;Improve countermeasu 1绪论 1 1绪论 1.1选题背景与研究意义 1.1.1选题背景 当下，对于企业管理而言，全面预算管理的地位毋庸置疑，它是企业的润滑 剂，它能让企业各部门之间有条不紊地高效运转起来，有助于企业长期稳定快速 发展，国内外知名企业都在广泛运用这一管理方式。全面预算管理能让企业对自 身的发展环境更加了解，及时调整发展战略目标、整合内外部资源、改善企业内 部关系以及监督和考核经营绩效等。 2012年，我国将航空运输业的重要性上升到了国家级战略层面。近几年，航 空运输产业对区域经济的发展发挥着巨大带动作用，因此，我国已将建设交通强 国这一宏伟目标明确到党的十九大报告中。交通强国，民航先行，民航强国已是 大势所趋，不可阻挡。近几年，虽然机场企业在经营管理方面进步较快，但是处 于科学技术不断发展的今天，各种信息的透明度也越来越高，存在的不确定性也 随着增加，大数据、云计算等信息技术在各类企业中更是运用广泛，再加上近几 年我国高铁的突起，现如今高铁已是我国一张享誉世界的名片。在这样的复杂环 境和高铁所带来的强大竞争压力之下，怎样发挥自身特长提升自身的综合竞争力、 强化企业全面预算管理理念以及让其更好地服务于民航企业等，已然成为各机场 企业重点关注的课题。 近年来，江西经济快速增长，增速已进入全国第一方阵，江西按照“航空强 省”战略部署，大力发展航空企业，不断做大做强，使江西省的民航竞争力不断 上升，力争成为我国民航企业的佼佼者。2020年江西省航空产业总收入突破1200 亿大关，与2015年相比增加近三倍，航空产业规模名列全国前三。未来，作为省 会的南昌，南昌临空经济区更是江西省发展的纽带，通过聚焦临空农业、商业、 先进装备制造产业以及现代服务产业等的发展，把南昌临空经济区打造成为赣江 新区发展的战略支点和强有力的发动机；同时，加大江西省内支线机场的发展， 通过发展各个支线机场带动当地经济，从而更好地服务于当地发展。本论文基于 江西机场集团将南昌昌北国际机场打造为中转枢纽战略对提升机场企业全面预算 管理水平的研究是符合当前我省航空强省战略发展目标的。江西及周边机场地理 位置如“图1-1”所示。 江西省机场集团公司全面预算管理存在的问题及对策研究 2 图1-1江西及周边机场地理位置 资料来源：江西机场集团市场营销部提供。 南昌昌北国际机场作为江西机场集团的唯一干线机场，长期以来，受制于
