煤炭一直是我国经济发展的主要动力能源，改革开放以来我国煤炭产业成长迅 速。然而自 2012 年以来，煤炭行业经济呈下滑趋势，煤炭价格持续下跌，大量煤炭 企业经营困难、业绩下滑甚至亏损。对煤炭企业进行深入的外部环境分析和内部财务 分析，发现其存在的经营风险管理问题，并提出行之有效的管理优化措施是推动煤炭 企业进一步发展的关键。 本文以陕西 Y 煤炭公司为研究对象，以风险管理和财务管理的相关理论为基础， 对该公司内外部环境进行分析，初步识别出该公司面临的内外部经营风险。之后以财 务分析为手段，发现公司在经营风险管理方面存在的问题表现为六个方面。其中，根 据该公司经营风险管理机制的现状分析，总结出经营风险管理机制不完善的问题；根 据公司外部环境风险管理现状分析，得出其宏观环境变化应对不力和行业环境变化管 理不善的问题；根据公司内部经营风险管理现状分析，得出公司内部经营环境中资本 结构不合理、投资项目不恰当以及营运管理不善的问题。 本文对上述经营风险管理问题的原因进行了分析，并就此一一对应提出经营风险 管理的优化方案，以及优化方案的实施计划和保障措施。完善的经营风险管理优化方 案有助于减少企业内外部各个环节的运行风险，提高企业防御经营风险的管理能力和 持续稳定的盈利能力，助力企业可持续发展，并为煤炭行业相关企业提供借鉴。 关键词：煤炭行业；经营风险；管理优化III Abstract Coal has always been the main power energy for China's economic development. Since the reform and opening up, China's coal industry has grown rapidly. However, since 2012, the economy of coal industry has been in a downward trend, coal prices have continued to fall, and lots of coal enterprises have declined or even lost money. Through the analysis of external environment and internal finance of the coal enterprises, we find the existing management risks and problems, and put forward the effective management optimization measures to promote the further development of the coal enterprises. Based on the theory of risk management and financial management, this paper find that there are six problems in business risk management. Among them, according to the analysis of the company's operational risk management mechanism, the problems of imperfect operational risk management mechanism are summed up; according to the analysis of the company's external environmental risk management, the problems of weak response to the changes of its macro environment and poor management of the industrial environment are concluded; according to the analysis of the company's internal operational risk management, three problems are concluded as unreasonable capital structure, improper investment projects and poor operation and management. This paper analyzes the causes of the above-mentioned operational risk and its management problems, and puts forward the optimization scheme of operational risk management, as well as the implementation plan and guarantee measures of the optimization scheme. The perfect optimization scheme is helpful to reduce the operation risk of all links inside and outside the enterprise, improve the management ability and sustainable and stable profitability of the enterprise to defend the operation risk, help the sustainable development of the enterprise, and provide reference for the relevant enterprises in the coal industry.
