I 摘要 工程施工企业由于国家大规模基础建设迎来了巨大的发展机遇。住房和城乡建 设部于2016年印发了《2016-2020年建筑业信息化发展纲要》,指出建筑企业应积 极探索“互联网+”形势下管理、生产的新模式,深入研究BIM、物联网等技术的创 新应用,创新商业模式,增强核心竞争力,实现跨越式发展。 GJ工程公司是一家集勘察、设计、咨询、施工、检测、测绘于一体的建筑企业。 其具有的资质、人才和设备满足各种工程需要。公司业务足迹遍布国内省市。然而, 公司自成立以来,公司一直拘泥于传统的管理模式,随着公司在省外项目逐渐增多, 各项工作管理效率低下,成果不够明显,公司发展已受到一定制约。公司信息系统 及配套硬件都不完善,员工对信息化建设不够重视,如何将信息技术引入公司的各 项管理之中,进而转变公司管理模式,是一个需要研究的问题。 本文以GJ工程公司为研究对象,希望制定一套完整、可行,且适应公司特点 的信息化发展战略,促进公司在管理模式和发展模式的变革,提高公司竞争力。通 过对GJ工程公司通过剖析公司组织结构、经营模式、财务状况、信息化建设情况 等经营管理现状,发现信息化建设在公司日常工作、工程建设项目管理以及服务业 务都存在问题,不能适应公司长远发展。之后,本文就GJ工程公司实施信息化发 展传略分析了政治环境、经济环境、社会环境、技术环境等内外部环境,利用SWOT 分析法找出公司存在的外部机遇和威胁以及内部优势和劣势,为公司制定信息化发 展战略提供依据。本文结合公司现有战略规划,分析关键成功因素,找出公司实施 信息化战略的突破点,制定适合公司实际的信息化战略,并分解细化到各管理部门, 并提出相关保障措施的建议。 公司将信息技术应用于各方面管理上,实施信息化战略,可促使其改变现有的 传统管理模式,增强各部门、各单位在实际工作中沟通效率和信息传递效率,减少 信息孤岛效应,从而提高工作效率,降低公司成本,提高经济效益,实现公司更长 远的发展。 关键词:信息化;战略;工程;信息技术 燕山大学工学工商管理硕士学位论文 II Abstract Since the 1980s, China has entered a stage of high economic growth, with a continuous leading role of GDP growth throughout the world. This phenomenon, in a large context, is because of the state’s investment in fundamental infrastructure construction and in turn, engineering construction enterprises have also ushered in tremendous development opportunities. In 2016, the Ministry of Housing and Urban-Rural Development issued the “2016-2020 Construction Industry Informatization Development Outline”, stating that construction enterprises should actively explore new modes of management and production under the “Internet +” situation, and thoroughly study the innovative applications of technology, such as BIM, The Internet of Things (IOT) and innovative business models, in order to enhance core competitiveness, and achieve leapfrog development. GJ Construction Company is a construction enterprise integrating survey, design, consulting, construction and testing. Its qualifications, talents and equipment reach the standards of various engineering needs. The company's business covers a large range of areas. However, since the establishment, this company has been clinging to the traditional management model. As the company's projects outside the province have gradually increased, the efficiency of various work management is relatively low, the results are not significant enough, so the company's development has been restricted. The company's information system and supporting hardware are not perfect enough and employees pay insufficient attention to the construction of information technology. How to introduce information technology into the company's various management and transform the company management model remains to be a problem that needs to be investigated. In this thesis, GJ Construction Company will be researched and a complete and feasible development strategy in modifying information system that adapts to the company's characteristics is expect to be carried out, promoting the company's transformation of management mode and development mode, and improving the 摘要 III company's competitiveness. Through the analysis of the company's organizational structure, business model, financial status, information construction and other business management status, GJ Construction Company found that information construction is problematic in the company's daily work, project construction, project management and service business, which makes the company difficult to adapt in the long run. After that, this thesis analyzes the internal and external environment of political, economic, social and technical environment, and also implements SWOT analysis to find out the external opportunities and threats of the company as well as internal advantages and disadvantages. The company provides the basis for developing a strategy in information system. This thesis combines the company's existing strategic planning, analyzes the key success factors, finds the breakthrough point of the company's implementation of the informatization strategy, formulates the strategy suitable for the company's actual situation, decomposing and refining it to each management department, and finally proposes relevant precautions. The company applies information technology to all aspects of management, and implements an informatization strategy, which can enable it to change the existing traditional management mode, enhancing the communication efficiency and information transmission efficiency between various departments and units in the actual operational practices. By reducing the effect of information island, work efficiency can be improved and company costs can be reduced.
