地理信息产品作为一种新的社会需求,越来越成为政府、企业、家庭和个人的必 需品。在此背景下,各地重视地理信息产业的布局和发展。“十三五”期间河北省更 是将地理信息产业作为一种高新技术产业列为重点战略性产业。地理信息产业的发展 不但可以直接增加经济产值、带来生产生活便利,还以强大的渗透能力与各行各业的 发展休戚相关。如何制定科学、可持续的地理信息产业发展战略事关产业发展和河北 省经济结构转型的全局。 本文第一部分是绪论,从地理信息产业的研究现状出发寻找研究切入点。第二部 分是有关地理信息产业的基本概念与理论基础。梳理测绘、地理信息、地理信息技术、 地理信息产业等核心概念和战略理论方法等基本理论基础。第三部分是河北省地理信 息产业的外围环境和发展现状。从总产值、从业人员等方面说明河北省地理信息产业 发展的现状。第四部分为河北省地理信息产业发展的SWOT-AHP分析。河北省拥有 地理信息产业发展的政策优势和区位优势,也存在规模小、人才不足、核心竞争力弱 和产业基础薄弱的劣势。河北省地理信息产业的发展在技术基础、市场需求和方面存 在机遇,在市场竞争、产业风险和市场规范方面遇到挑战。以SWOT各要素作为AHP 的要素,通过问卷调查和专家访谈等方式获取分析数据,得到各个指标的综合得分, 建立SWOT矩阵并找到重心点。得出河北省应采取WO争取型战略。第五部分为河 北省地理信息产业发展的战略实施措施。河北省应充分利用国家和地区政策、加强地 理信息高新技术成果转化;克服劣势,培育市场主体、壮大企业规模,实行产学研一 体、培养急需人才,借助京津冀转型契机,打造核心竞争力。 关键字:地理信息 战略 SWOT-AHP III ABSTRACT Big data technology, remote sensing technology and Internet technology give birth to the emergence of geographic information industry. Geographic information technology is constantly applied to various fields of production and life. From the government, enterprises to families and individuals, they are the demanders of geographic information products. In this context, countries are speeding up the layout of geographic information industry, and China has issued various policies to promote the development of geographic information industry. Hebei Province is a traditional heavy industry province in China. Restricted by the environmental carrying capacity, it needs to speed up the transformation of economic structure. As a high-tech industry, geographic information industry is listed as a key strategic industry in Hebei Province. Hebei Province has not only advantages and opportunities, but also disadvantages and threats in the development of geographic information industry. The development of geographic information industry can not only directly increase the economic output value, bring about the convenience of production and life, but also has a strong penetration capacity and is closely related to the development of all walks of life. How to make a scientific and sustainable development strategy of geographic information industry is related to the overall situation of industrial development and economic structure transformation. The first part of this paper is the introduction, starting from the research status of geographic information industry to find the starting point. The second part is the basic concept and theoretical basis of geographic information industry. Combing the core concepts of Surveying and mapping, geographic information, geographic information technology, geographic information industry and the basic theoretical basis of innovation theory and strategic theory and method. The third part is the peripheral environment and development status of geographic information industry in Hebei Province. From the total output value, employees and other aspects, this paper explains the current situation of the development of geographic information industry in Hebei Province. The fourth part is swot-ahp analysis of the development of geographic information industry in Hebei Province. Hebei Province has the policy advantages and location advantages of geographic information industry development, but also has the disadvantages of small scale, lack of IV talents, weak core competitiveness and weak industrial foundation. The development of geographic information industry in Hebei Province has opportunities in technology foundation, market demand and aspects, and challenges in market competition, industrial risk and market norms. Take the SWOT elements as the elements of AHP, obtain the analysis data through questionnaire survey and expert interview, get the comprehensive score of each index, establish SWOT matrix and find the focus point. It is concluded that Hebei Province should adopt the win-win strategy. The fifth part is the countermeasures and suggestions for the development of geographic information industry in Hebei Province. Hebei Province should make full use of national and regional policies, strengthen the transformation of high-tech achievements in geographic information, overcome disadvantages, cultivate market subjects, expand the scale of enterprises, implement the integration of production, learning and research, cultivate talents in urgent need, and build core competitiveness by virtue of the Transformation Opportunity of Beijing Tianjin wing.
