随着世界金融科技发展和金融中心格局改变，我国开始全面推动大众创业万 众创新并提出进行西部金融中心建设的概念。JZ孵化器作为全国首家以金融科 技为核心孵化产业的国有背景孵化器理应趁势迅速发展。但由于孵化专业能力欠 缺、孵化模式单一落后等原因导致其发展缓慢，同时JZ孵化器还面临着各具优 势的市场竞争对手的威胁，迫切需要对孵化器的管理体系进行改革，以实现打造 金融科技全生命周期产业生态圈的发展目标。 本文首先通过对孵化器、金融科技进行理论研究，结合国内企业发展实际情 况，找出金融科技小微企业发展阶段面临的共性问题：各发展阶段对市场、资金、 资源的需求侧重点不同，金融科技类小微企业不能独立研发；其次通过波特五力 模型、STP理论等战略分析工具，结合金融科技小微企业需求，从外部竞争环境、 市场选择等角度对JZ孵化器现状进行要素解构和管理模式分析，得出JZ孵化器 现阶段组织架构和人力资源配置不匹配、支撑体系不完善、孵化功能缺失等结论。 然后针对市场需求、JZ孵化器自身管理模式问题，结合国内外先进孵化器管理 模式运营经验，提出“非正式合伙人”的管理模式：以“非入股”的参与形式透 过社群运营和信息化管理系统连接企业、政府、金融机构和高校。搭建以行政体 系、支撑体系和孵化服务体系为三大核心体系的JZ孵化器管理模式，通过项目 评估保证优质的产业环境、通过资源赋能平台提供企业发展所需资源、通过社群 管理提升企业创新能力。最后通过人才管理、信息管理和资源对接模式等三个方 面对JZ孵化器管理模式的发展策略给予建议，并对发展策略的实施提出补充性 意见。 关键词：孵化器，金融科技企业，管理模式，非正式合伙人 ResearchonthedevelopmentofmanagementmodeofJZfinancialtechnology incubator II Abstract Withthedevelopmentoffintechintheworldandthechangeoffinancialcenter pattern,Chinabegantopromotemassentrepreneurshipandinnovationandput forwardtheconceptofbuildingafinancialcenterinthewest.JZincubator,asthefirst state-backedincubatorwithfintechasitscore,shouldtakeadvantageofthetrendto developrapidly.However,duetothelackofprofessionalabilityofincubation,single andbackwardincubationmodeandotherreasons,JZincubatorisslowin development.Meanwhile,JZincubatorisalsofacingthethreatofmarketcompetitors withtheirownadvantages,soitisurgenttoreformtheincubatormanagementsystem, soastoachievethedevelopmentgoalofcreatingafintechindustryecosystemwith fulllifecycle.
