港口是物流链的枢纽之一,对地方经济及产业布局有着决定性影响。近年来,随着 港口行业发展建设,国内港口行业呈现产能过剩、投资庞大、竞争激烈的发展态势,各 地港口发展逐渐回归于周边腹地,对于区位优势不利的A港油品公司产生一定冲击。但 与此同时,东北老工业基地振兴、“一带一路”战略、港口整合趋势,以及新能源产业 发展,也给A港带来了前所未有的发展契机,如何在新形势下及时做好战略转变,是A 港油品公司当下面临的重要课题。 本文从A港油品公司油化品转运业务入手,利用PEST分析、SWOT分析、QSPM矩阵 分析等战略分析工具,研究A港油品公司所在的产业环境、供应链环境、环渤海竞争形 势,以及在“一带一路”建设等政策利好环境下,A港油品公司的内部优势、劣势和外 部的机会、威胁,结合A港油品公司战略制定的关键性、平衡性、权变性原则,提出适 合A港油品公司的发展战略是“充分利用码头、储罐集群优势,立足本身集疏运体系以 及辽港内部协同,在继续拓展原油中转核心服务品牌基础上,拓展新能源领域业务,逐 步成长为东北亚综合油化品转运中心”的多元化战略。并提出具体的战略实施手段,为 A港油品公司提供突破困境的战略选择。 同时,因行业环境变化,多数沿海港口也同样有与A港相似的发展壁垒,本文研究 内容也可以为与A港油品公司现状类似的港口码头战略布局研究提供参考。 关键词:油化品码头;发展战略;SWOT分析 - II - The research on the development strategy on oil port of A company Abstract As one of the hubs of logistics chain, port has a decisive influence on local economy and industrial layout. With the development and construction in recent years, Chinese ports show the overcapacity, huge investment and fierce competition. Port development gradually returns to the surrounding hinterland, which has a certain impact on A port with unfavorable location advantages. The strategy of rejuvenation northeast China, One Belt and One Road, integration of port and the development of new energy have brought unprecedented development opportunities to A Port. This paper starts with the transportation business of oil and chemical products of A Port.Using PEST analysis, SWOT analysis, QSPM matrix analysis and other strategic analysis tools, this paper studies the industrial environment, supply chain environment and Bohai Rim competition situation of A Port .In the favorable environment of "One Belt And One Road" and other construction policies, A Port oil terminal company will find suitable development strategy through the advantages, disadvantages, opportunities and threatsbined with the key, balance and contingency principles of the strategy formulation of A Port, the development strategy suitable for A Port is "to make full use of the advantages of wharf and storage tank cluster, based on its own collection and distribution system ,internal coordination of Liaoning Port and on the basis of continuing to expand the core service brand of crude oil transfer, expand new energy business, and gradually grow into a comprehensive oil and chemical products transfer center in Northeast Asia ". Finally, this paper put forward the specific strategic implementation means to provide A Port with a strategic choice to break through the difficulties. At the same time, due to the change of industrial environment, most coastal ports also have similar development barriers to A Port. This paper can also provide a reference for them.
