随着现代管理技术的发展和升级,企业越来越关注计划在企业中的作用以及现代管 理技术在计划中的应用。由于我国电力市场化交易发展的推进,电力企业迫切需要提升 发电质量,提高利润空间。生产计划在核电行业越来越发挥着重要作用,尤其相对较年 轻的HY公司,它提出了“计划是龙头”的概念。 通过生产计划的运作发现公司在工作过程管理、机组缺陷管理等方面存在一些问 题。这些问题主要表现为检修工作量大、工作过程效率较低、SAP软件适应性问题、日 常计划与大修计划组织关系等。本文基于流程优化理论对HY公司计划体系的工作过程 进行问题分析,发现目前存在的问题本质在于对机组安全性和经济性的高要求。通过运 用ECRS改善原则,提出减少工作票量、合并工作票准备、优化计划排程方法、组织快 速消缺等措施,以提高机组的安全性和经济性。 对于机组缺陷较多,工作票数量长期处于较高的数量水平的问题。通过优化预防性 维修大纲的方法,减少工作票的来源,节约了检修成本。通过推行一票制合票的办法, 调动工作层的积极性,实行主票一票制负责的生产管理制度,直接减少了计划层处理配 合票的工作票数量,优化了工作票的协调方式。 对于工作票的周转周期长的问题。通过改造快速响应小组,增加了其处理紧急缺陷 的能力,一定程度上增加了现行计划体系框架下对于紧急缺陷的处理能力,从而解决了 部分工作票周转周期长的问题。 对于工作票优先级与计划排程不完全匹配的问题。在机组缺陷与工作票优先级无法 科学对应的大背景下,通过构建设备功能组,科学规划计划排布方法,为工作票的优先 级提供了执行窗口选择方案。同时,实现计划的精细化管理。 对于执行专业配合方式和分工的问题。通过推行一票制解决配合票的问题。通过提 出以系统缺陷处理为目标的组织形式优化重组的方式,为企业提供一种逆规模化的思 路,部分解决执行专业分工的问题。 本文希望通过这些改进方案研究探索出最符合HY公司的计划体系,同时希望这些 改进方案对于同行业其他电厂的计划管理具有一定的借鉴作用。 关键词:计划管理;生产计划;核电企业;持续改进 HY核电厂计划体系改进研究 -II- ResearchontheImprovementofPlanningSysteminHYnuclearpower plant Abstract Withthedevelopmentandupgradingofmodernmanagementtechnology,enterprises paymoreandmoreattentiontotheroleofplanninginenterprisesandtheapplicationof modernmanagementtechnologyinplanning.Withthemarket-orientedtradingofelectricity inChina,powerenterprisesurgentlyneedtoimprovethequalityofpowergenerationand improvetheprofitmargin.Productionplanningisplayingamoreandmoreimportantrolein thenuclearpowerindustry,especiallyHY,arelativelyyoungcompany,whichputsforward theconceptthat"planistheleader". Throughtheoperationoftheproductionplan,wefoundsomeproblemsinthe managementoftheworkingprocessandthedefectivemanagementoftheunit.These problemsaremainlyreflectedintheheavymaintenanceworkload,lowworkprocess efficiency,SAPsoftwareadaptability,andtherelationshipbetweenplanningdepartments. BasedontheanalysisoftheworkingprocessofHYcompany'splanningsystembasedonthe theoryofprocessoptimization,itisfoundthattheexistingproblemslieinthehigh requirementsforthesafetyandeconomyoftheunit.ByusingECRSimprovementprinciple analysis,decreaseworkingticket,mergeworkingticketpreparation,optimizationplan schedulingmethods,organizationofrapidcantoacertainextentimprovethesafetyand economyoftheunit. Therearemanydefectsintheunit,andthenumberofworkingordersisatahighlevel foralongtime.Themethodofoptimizingpreventivemaintenanceoutlinereducesthesource ofworkorderandsavesthemaintenancecost.Throughtheimplementationofthemethodof one-ordersystem,theinitiativeoftheworkinglevelismobilized,andtheproduction managementsystemofthemainordersystemisimplemented. Forthelongcycleofworkingorders.Byreformingthefixitnowteam,theabilityof dealingwithemergencydefectsisincreased,andtheabilityofdealingwithemergency defectsundertheframeworkofcurrentplanningsystemisincreasedtoacertainextent,thus solvingtheproblemoflongturnoverperiodofsomeworkorders.
