为了明晰北斗导航产业及芯片、板卡、天线、定位、授时、通信等分支技术研发现 状,并为北斗导航相关单位产学研合作、技术研发和定位布局等专利管理工作提供数据 参考,为北斗导航产业专利管理提供对策,本文利用专利计量理论、专利定量分析法和 文献分析法,结合CNIPR、英策专利分析系统、WPS等统计分析系统和可视化软件,通 过专利技术分析的手段,将北斗导航专利相关文献中大量的专利信息进行分析、加工、 组合,并以技术手段形成整体概况、发展态势、分布情况等竞争情报。 分析主要包括区域分布情况、专利申请情况时间趋势、重点申请人情况、技术领域 分析等方面。通过分析,发现国内北斗导航产业专利申请不均衡,主要专利申请集中在 定位领域,芯片及板卡等基础产品专利布局较少;在专利申请数量方面,虽然我国专利 申请数量已经赶超发达国家,但核心专利和高价值专利不足,被引较多的核心技术依旧 掌握在美国手中;在专利意识方面,我国申请人普遍存在保护意识不强、质量意识不够、 方面的问题;在专利海外布局方面,国内申请人对于国际卫星导航市场的布局严重不足, 专利申请98.8%分布于国内;从北斗导航相关研发企业来看,缺乏在本土及多个国家、 地区都有大量专利布局的龙头企业;在产学研合作方面,高校拥有较多的人才、设备等 研究资源,但在技术转化方面鲜有成绩,而众多小型企业也分布在全国各个北斗产业园 内各自为战,没有形成优势互补,造成了大量资源浪费,拖慢了研发进度。 在管理对策方面,需要有关企事业单位注意明晰技术创新方向,考虑从产业链薄弱 环节的芯片、板卡领域进行创新突破;强化北斗导航产业专利分析及布局,挖掘出有希 望实现、对现有技术具有创新引领作用的重点研究方向开展布局;整合协同创新资源, 建立联合实验室,完善覆盖整个产业链的产业技术创新战略联盟,促进“北斗+”多技 术融合创新和“+北斗”服务模式创新;探索建立以科技研发、专利转让、科技服务、 技术咨询、创业孵化为主要收入来源的新型研发机构;强化核心专利和高价值专利的政 策导向。 关键词:专利管理;专利分析;卫星导航;北斗导航 中原工学院硕士学位论文 II Abstract The paper aims to understand the research and development status quo of BeiDou Navigation Satellite System (BDS) industry, chip, board card, antenna, positioning, timing, communication and other branch technology, providing data reference for manufacture-learning-research cooperation, technology research and development and location layout and other related units of patent management of BDS, and also offer countermeasures for the patent management of BDS industry. Based on patents measurement theory, the paper analyzes, processes and combines a lot of patent information in the documents related to BDS patents by using quantitative analysis and literature analysis method, China Intellectual Property Net(CNIPR), Patent Analysis System Insights(Insights), Word Processing System(WPS) and other statistical analysis systems and visualization software, as well as patent technology analysis. Besides, the paper forms the competitive intelligence such as the overall situation, development trend and distribution by technical means. The regional distribution, patent application time trend, key applicants, and technological field analysis are mainly analyzed. Based on the related analysis, it is found that the patent application of BDS industry in China is unbalanced. The main sector of patent applications concentrates in the field of positioning, while there is a lack of basic products such as chips and board cards. In terms of the number of patent applications, the number of patent applications in China has caught up with the developed countries, but the number of core patents and high-value patents is insufficient, and the most cited core technologies are still limited to the United States. As for the patent awareness, Chinese applicants have some problems such as weak awareness of both protection and quality. From the aspect of the overseas distribution of patents, the distribution of the international satellite navigation market in Chinese applicants is seriously insufficient, with 98.8% of patent applications distributed in China. From the viewpoint of research and development enterprises related to BDS, there is a lack of leading enterprises with a wide coverage of patent in the local and multiple countries and regions. From the perspective of industry-university-research cooperation, colleges and universities have more research resources including talents and equipment, but they achieved few achievements in technology transformation. In addition, numerous small enterprises are distributed in various BDS industrial parks all over China, but they only fight for themselves, without complementing each other's advantages, causing a huge waste of resources and slowing down the progress of research and development. In terms of management countermeasures, relevant enterprises and public institutions 中原工学院硕士学位论文 III should pay close attention to identifying the direction of technological innovation, and consider innovation breakthroughs in the field of chips and board cards from the weak links of industrial chain. Besides, it is advisable to enhance the patent analysis and layout of the BDS industry, explore the key research directions that are promising and have the innovative leading role on the existing technology to carry out the layout. It is suggested to integrate collaborative innovation resources, establish joint laboratories, improve the strategic alliance of industrial technology innovation that covers the whole industrial chain, and promote "BDS +" multi-technology integration innovation and "+ BDS" service mode innovation. Moreover, it is vital to explore the establishment of new research and development institutions with scientific and technological research and development, patent transfer, scientific and technological services, technical consulting, and business incubation as the main sources of income, and also enhance the policy guidance for core patents and high-value patents.
