根据2019年中国家具行业协会报告显示，中国的家具产量占全球的39%、出 口总额为全球的35%、占领全球29%的消费市场，成为世界第一的家具生产国、出 口国和消费国[1]。家具产业集群的内部联结关系能够有效地提高企业创新产出与创 新能力能够有效地提高企业创新产出与创新能力。山东省是中国家具制造和出口大 省，但山东家具产业集群以集群规模和企业数量取胜而创新不足，新常态经济下， 山东家具产业亟需转型升级。家具产业升级的关键在于集群创新发展，而集群的创 新效率是衡量家具产业集群创新能力的重要标志。 本文在对产业集群创新和创新效率等相关理论进行梳理与分析的基础上，首 先，分析了山东家具产业及集群的历史演变及发展现状，并运用产业集群度系数模 型对山东家具产业集群发展集聚度进行了测度；其次，构建了创新效率评价指标体 系，并运用DEA模型和Malmquist指数模型从静态和动态角度对山东家具产业集 群创新效率水平进行了测度与分析；同时将山东家具产业集群与其它地区集群创新 效率进行了比较研究。 结果表明：山东家具产业集群集聚度较高，存在着显著的空间集聚效应；山东 家具产业集群的创新静态效率水平较高，但存在着相对于现有产出创新资源过度投 入及投入资源利用率低下的问题，其规模效率与广东、浙江、江苏、上海、吉林相 比具有一定差距，扩大创新规模已经不能带来创新产出的增加，研究得出规模效率 是制约山东家具产业集群创新发展的主要因素；山东家具产业集群集创新动态效率 不容乐观，2012-2017年期间全要素生产率、创新效率、技术变化总体上均下降， 全要素生产率的下降主要是技术退步引起的，与广东等13个集群比较，山东家具 产业集群的技术变化、全要素生产率变化、纯技术效率变化水平处于中下游水平。 最后，为山东家产业集群创新发展，提出从资金、人才方面加强集群创新资源的配 置和管理，从完善创新网络、注重产业布局和公共平台建设方面加快产业集群结构 升级，从推进集群技术创新组织建设、智能制造和机械化升级、注重产品设计和品 牌建设方面来提升集群技术创新能力的建议。 关键词：家具产业集群；集聚度；DEA模型；创新效率评价；比较分析 EvaluationandComparativeAnalysisofInnovation EfficiencyofIndustrialClusteronFurnitureIndustryin ShandongbasedonDEA ABSTRACT AccordingtothereportofChinaFurnitureIndustryAssociationin2019,China's furnitureproductionaccountsfor39%oftheworld'stotal,exports35%oftheworld's total,andoccupies29%oftheworld'sconsumermarket,becomingtheworld'slargest furnitureproducer,exporterandconsumer.Theinternalconnectionoffurnitureindustry clustercaneffectivelyimprovetheinnovationoutputandinnovationabilityof enterprises.Shandongprovinceisamajorfurnituremanufacturingandexporting provinceinChina.ThefurnitureindustryclusterinShandongislackofinnovation thoughittakesadvantageofclustersizeandnumberofenterprises.Underthenew normaleconomy,Shandongfurnitureindustryisinurgentneedoftransformationand upgrading.Thekeytotheupgradingoffurnitureindustryliesintheinnovationand developmentofclusters,andtheinnovationefficiencyofclustersisanimportantsymbol tomeasuretheinnovationabilityoffurnitureindustryclusters. Onthebasisofcombingandanalyzingthetheoriesrelatedtotheinnovationand innovationefficiencyofindustrialclusters,thispaperfirstlyanalyzesthehistorical evolutionanddevelopmentstatusofShandongfurnitureindustryandclusters,anduses theindustrialclusterdegreecoefficientmodeltomeasurethedevelopmentclustering degreeofShandongfurnitureindustryclusters.Secondly,theevaluationindexsystemof innovationefficiencyisconstructed,andtheDEAmodelandMalmquistindexmodel areusedtomeasureandanalyzetheinnovationefficiencylevelofShandongfurniture industryclusterfromthestaticanddynamicperspectives.Atthesametime,the innovationefficiencyofShandongfurnitureindustryclusteriscomparedwiththatof otherregions. TheresultsshowthatthefurnitureindustryclusterinShandongprovincehasahigh degreeofagglomerationandasignificantspatialagglomerationeffect.Theinnovation staticefficiencylevelofShandongfurnitureindustryclusterishigh,butbutthereare someproblemssuchasexcessiveinputofexistingoutputinnovationresourcesandlow utilizationrateofinputresourcesparedwithGuangdong,Zhejiang,Jiangsu, ShanghaiandJilin,thescaleefficiencyofShandongfurnitureindustryclusterhasa certaingap,andtheexpansionofinnovationscalecannotbringtheincreaseof innovationoutput.Thestudyshowsthatscaleefficiencyisthemainfactorrestrictingthe innovationdevelopmentofShandongfurnitureindustrycluster.Simultaneously, Shandongfurnitureindustryclusterinnovationdynamicefficiencyisnotoptimistic. During2012-2017,totalfactorproductivity,innovation,efficiencyandtechnological changesalldeclined,andthetotalfactorproductivitydeclineismainlycausedby technologyretrogressionparedwith13clusterssuchasGuangdong,thelevelof technologicalchanges,totalfactorproductivitychangesandpuretechnicalefficiency changesinShandongfurnitureindustryclusterareinthemiddleandlowerreaches. Finally,thispaperputsforwardsuggestionsfortheinnovationanddevelopmentof Shandongfurnitureindustrycluster.Thesuggestionsareasfollows:strengthenthe allocationandmanagementofinnovationresourcesintermsofcapitalandtalents, acceleratetheupgradingofindustrialclusterstructureintermsofimprovinginnovation networkandpayingattentiontoindustriallayoutandpublicplatformconstruction,and improvethetechnologicalinnovationabilityoftheclusterintermsofpromotingthe technologicalinnovationorganizationconstruction,intelligentmanufacturingand mechanizationupgrading,productdesignandbrandbuilding.
