在知识经济时代,大量的研究者都致力于研究有关高校科研团队的构建、发展以 及管理等工作,并且也在长期地试探如何将科研团队的绩效评估工作实现。截止当前, 大量的学者已经将与高校科研团队绩效评估指数系统构建原则有关的方案予以提出, 但是其中针对科研成果进行评估是最为核心的内容,就这一点来说,其系统性与全面 性水平还稍显不足。 本文针对以怎样将地方高校的提高科研水平作为中心内容展开研究,当前来看, 教育主管部门关注的重点也在于此。其突破点为地方高校科研团队创新绩效与评估这 两个层面的内容,本文对层次分析法进行了应用,完成了地方高校绩效评估量表的创 建,同时在科研管理以及绩效评估中进行了应用,将完整的评估方法予以提出。本文 主要由七个章节的内容构成,其中,导论为第一章节的主要内容;针对有关的概念以 及理论进行简要阐述是第二章的主要内容;指导构建针对地方高校科研团队的创新绩 效评估指数系统是第三章的主要内容;通过实证来地方研究高校科研团队的创新绩效 评估工作为第四章的主要内容;第五章为地方高校科研创新绩效改进建议;第六章为 结论与展望。 将科学性与合理性水平较高的指数系统构建完成于地方高校科研团队的创新绩 效评估工作中,能够有效地改善其团队的管理制度,既能够将科研成果提高,同时也 能够将更为优良的工作环境创造提供给科研工作者们。此研究能够在一定程度中将我 国有关这一领域的研究予以丰富,同时将大量的参考与借鉴提供给了有关类型院校的 科研工作中。 关键字:高校科研团队创新绩效绩效评价对策建议 地方高校科研团队创新绩效评价实证研究 2 ABSTRACT IntheeraofKnowledgeEconomy,alargenumberofresearchersarecommittedto researchontheconstruction,developmentandmanagementofscientificresearchteamsin collegesanduniversities.Uptonow,alargenumberofscholarshaveputforwardthe schemerelatedtotheprincipleofconstructingtheperformanceevaluationindexsystemof Universityscientificresearchteams,buttheevaluationofscientificresearchachievements isthemostcorecontent,inthisregard,thelevelofsystematicnessandcomprehensiveness isstillalittleinsufficient. Inthispaper,howtoimprovethelevelofscientificresearchinuniversitiesasthe centralcontentofthestudy,atpresent,thefocusofeducationauthoritiesalsoliesinthis. Thebreakthroughpointisthecontentofinnovationperformanceandevaluationof Universityscientificresearchteam.Thispaperappliestheanalytichierarchyprocess(AHP) tocompletetheestablishmentofuniversityperformanceevaluationscaleAtthesametime, itisappliedinscientificresearchmanagementandperformanceevaluation,andacomplete evaluationmethodisputforward.Thispaperismainlycomposedofsevenchapters,of whichtheintroductionisthemaincontentofthefirstchapter,andthesecondchapteris mainlyabouttherelatedconceptsandtheoriesItisthemaincontentofthethirdchapterto guidetheconstructionoftheInnovationPerformanceEvaluationIndexSystem,andthe FourthChapteristostudytheinnovationperformanceevaluationoftheuniversityresearch teamThefifthchapteristhesuggestionofimprovingtheperformanceofUniversity ScientificResearchInnovation;theSixthChapterIstheconclusionandprospect. Theconstructionoftheindexsystemwithhighscientificandreasonablelevelinthe evaluationofinnovationperformanceofuniversityscientificresearchteamscaneffectively improvethemanagementsystemoftheteams,andcanimprovethescientificresearch resultsAtthesametime,itcanprovidebetterworkingenvironmentforresearchers.This researchcanenrichtheresearchofthisfieldinChinatosomeextent,andprovidealotof referenceandreferencetotheresearchworkofrelevanttypesofuniversities.
