摘要 随着我国改革进入深水区,越来越多的企业面临着竞争加剧,市场萎缩 的情况,而作为国家政策性垄断的烟草公司也面临着行业内外愈来愈激烈的 竞争,与此同时,国内外控烟呼声日渐高涨也对烟草公司的发展施加压力, 市场份额下降,烟民数量减少,效率低下,晋升通道不畅,人员素质不高, 大锅饭现象严重等现象困扰着烟草公司,其发展步伐日益沉重。如何降低成 本,提高效率,增加核心竞争力,打造一支高素质,高效率的团队,响应国 家局卷烟上水平的战略任务,配合四川省烟草专卖局的跨越式发展,成为 NJ市烟草公司面临的重大课题。 而作为公司最重要的财富,人力资源也成为突破烟草发展瓶颈的主要突 破口,人力资源改革势在必行。绩效考核作为人力资源改革的排头兵,成为 此次NJ市烟草公司的急先锋角色,作为人力资源的重要组成部分,绩效管 理不仅是刺激员工主动性,提高人力资源素质的重要手段,也是企业考核培 训、薪酬等人力资源改革的基础,总之,在一定程度上,绩效管理方案成功 与否直接关系到人力资源改革的成败。 本文在釆用问卷调查、深度访谈等多种调研方法对NJ烟草公司进行调 查研究,在结合总结大量问题的基础上,并深层次的挖掘其存在的根本问题, 结合国内外先进绩效管理经验和方法,针对NJ市烟草公司发展实际,采用 领导员工参与协商的方法,制定一套较为完整的绩效管理体系,从而解决了 目前NJ烟草公司晋升通道不畅,绩效考核只停留在部门层面等问题,本文 在解决烟草行业类似实际问题和其它存在同样问题的国有企业有一定的意 义。 本章主要内容框架如下: 第一章对本课题的选题背景及研究意义进行了交代, 第二章从绩效管理定义分析出发,参照国内外研究成果,对绩效管理的 NJ烟草公司绩效管理体系设计方案研究 定义、分类、方法进行了细致的描述,并总结了相关理论。 第三章结合NJ烟草公司绩效管理的现状及存在问题进行深入分析,特别 是针对其现有绩效管理体系存在问题结合多种分析方法进行分析,从而提出 存在问题。 第四章在分析NJ烟草公司绩效管理体系存在问题基础上针对性的提出 解决方案即绩效管理体系设计方案。 第五章针对绩效管理体系设计方案进行的优缺点进行评价。 第六章在总结全文的基础上,对本课题创新及方案特点进行总结。 关键词:烟草公司绩效管理方案 2 Abstract Abstract With fast speed of China's development, more and more enterprises are faced with many problems including increased competition, the shrinkage of the market,so does NJ Tobacco Company, as one subsidiary of China Tobacco Co. Ltd., NJ tobacco company is no exception. As a national policy monopoly Tobacco Company,NJ Tobacco Company is also facing increasingly fierce competition both inside and outside the industry. At the same time, the Tobacco Company also burdens the growing pressure of tobacco control all over the world. In addition, a lot of problems such as the decline in market share, reduced number of smokers, low inefficiency blocked promotion channel for employees and the poor level of human resource also troubled the tobacco companies. How to reduce costs, improve efficiency, increase core competitiveness, build a high-level and high-efficiency team becomes necessary, for which directly related with whether it can make successful achievement of China Tobacco Co. Ltd. Strategy or not. As the company's most valuable asset, human resources management has become a breakthrough to realize the development of the NJ Tobacco Company. As one important part of human resources management, performance appraisal plays an important role in the human resource reform,because it not only stimulates staff initiative, but also creates the better work atmosphere,all of which support the development of NJ tobacco company. In short, whether the performance management program successful or not directly related to the success of the reform of human resources carried out in NJ tobacco company. Based on the detail data and related methods adopted by some successful companies, we carry out a careful analysis of the NJ Tobacco Company performance management. Meanwhile, we also take advanced performance management experience and methods into consideration for actual situation for NJ tobacco companies. What we do is to develop a more complete performance management system, which solve the problems of NJ Tobacco Company like the The Study ofNJ Tobacco Company Performance Management System Proposal blocked promotion channel and poor performance appraisal system, which also provide a good example for the state owed companies who are troubled by the same problems. The contents and the framework of this article are described as follows: Chapter I explains the background and significance of the subject topics. Chapter II illustrates the definition of performance management , the reference to the research results both domestic and abroad,we also carry out a detailed description of the definition of performance management, classification methods, and relevant theory. Chapter III shows NJ tobacco companies' at the status quo and problems, especially for the problems of its existing performance appraisal management system. Chapter IV shows the performance management proposal which is the solution for NJ tobacco company performance management system, and this proposal is based on the analysis of the performance management system. Chapter V evaluates the advantages and disadvantages of the performance management system design in this study. Chapter VI concludes the paper on the basis of summarizing the innovation and program characteristics in this article.
