高速公路改扩建工程中通常遇到技术难度大、工程管理难度大、建设实施方案难度 大、经济性和工程环境评估难度大的问题。而对高速公路改扩建工程的可行性研究中要 综合而充分考虑到的内容和环节包括:建设区域经济社会和交通运输现状、交通量的预 测、技术标准、建设方案、投资估算、经济评价、实施方案、土地利用评价、土地环境 影响、节能评价和社会评价。该报告以福银高速礼泉收费站改扩建工程为研究对象,针 对改扩建中遇到的管理问题进行全面而系统的研究,为未来高速公路改扩建项目以及其 它改扩建项目管理提供参考。 本文以福银高速公路礼泉收费站改扩建工程为依托,主要研究内容有:(1)通过 对福银高速公路改扩建工程可行性的系统研究,分析了高速公路改扩建的区域规划方案 和交通量调查,对项目所在地域的交通量进行了预测;(2)项目建设的必要性;(3) 系统地对比分析了高速公路改扩建方案及其实施方案,对建设方案进行系统的设计;(4) 分析了建设方案的投资预估算并对其经济性进行评价;(5)采用多因素分析方法对改 扩建方案的土地利用、工程环境影响、节能减排指标以及社会影响进行分别分析和评价。 对福银高速公路礼泉收费站改扩建工程的可行性研究表明:通过弹性系数法对该区 域的交通量进行预测,到 2025~2030 年,客车和货车的交通量增长 6.08%和 5.94%。通过两 种建设方案对比论证,项目的建设总投资预估算费用为 4903.67 万元;采用“有/无对比法” 评价该项目建设的经济性;进行环境评价研究和节能降耗分析。经过系统研究,认为福 银高速礼泉收费站改扩建项目是完全可行的。 关 键 词:高速公路,收费站,改扩建,可行性 研究类型:应用研究Subject :Feasibility Study on Reconstruction and Extension Project of Fu-Yin Highway Liquan Toll Station Specialty :Project Management Name :Hu Mengfei (Signature) Instructor :Wangxinping (Signature) ABSTRACT Highway renovation and expansion projects are usually encountered in difficult technical difficulties, the management of difficult, difficult to implement the implementation of the program, economic and engineering environment assessment difficult problem. Feasibility study on the Reconstruction and expansion project of Liquan toll station of Fu-yin Expressway shows that the traffic volume of the area is predicted by the elasticcoefficient method. By 2025~2030, the traffic volume of passenger cars and trucks is increased by 6.08% and 5.94%. The cost of the total investment of the project is RMB 49, 063 ,700. The economy of the project construction is evaluated by the method of 1/0 comparison. The environmental evaluation research and energy saving analysis are carried out. It is believed that Liquan toll station of Fu-yin Expressway expansion project is entirely feasible through systematically study.
