海塘是防患抵御洪涝灾害、台风暴潮的人工保护屏障。在全球气候变暖和极端天气 灾害频发的大背景下,如何进一步保障海塘安全,加强提高抵御洪(潮)能力的建设, 是水利工程领域所关注的重点问题。钱塘江场前海塘临江段加固加高工程的建设,对保 障浙江省海盐县人民生命财产安全,促进社会经济持续发展具有重要的现实意义,进行 工程的可行性研究可为项目投资决策及编制初步设计提供依据,对确保工程建设的科学 性和合理性具有十分重要的作用。 报告结合工作实际,运用实地调研、理论分析与工程计算相结合的方法,按建设项 目可行性研究的基本要求,从工程建设任务和规模、工程总体布置及主要建筑物、施工 组织设计、水土保持方案设计及工程建设的环境影响等方面,研究了钱塘江场前海塘临 江段加固加高工程的可行性。主要结论如下: (1)结合钱塘江场前临江段海塘安全鉴定结论及建议,分析了海塘临江段目前存 在的安全隐患及其危害,论述了海塘临江段加固加高工程建设的必要性;明确了工程建 设的任务与规模。 (2)依据行业标准及有关规范,确定了海塘临江段加固加高工程及其建筑物的级 别、防洪(潮)标准及地震设防标准;在工程总体布置的基础上,通过对潮位、波要素、 波浪爬高及越浪量的计算,确定挡浪墙的顶高程为 9.80m;基于六种海塘断面结构型式 方案的对比分析,推荐方案Ⅰ为临江段加高加固工程海塘断面型式方案,方案Ⅱ为跨海 大桥衔接段海塘断面型式方案;对工程沿线涵闸、污水排放管及跨海大桥等交叉建筑物 进行了设计,提出了涵闸采用箱涵、污水排放管段采用斜坡式断面加高及大桥段采用空 箱式加高加固的方案。 (3)从交通条件、水电供应、主要建材及施工场地等方面分析了海塘加固加高工 程建设的施工条件,确定了主要断面的施工程序及方法,安排了施工交通、临建场地布 置及供水供电系统施工的总体布置,拟定了海塘加固加高工程为期 12 月的施工总进度。 (4)在工程区水土流失现状的分析的基础上,预测了施工场地布设和弃渣堆放对 原地貌的扰动及其可能引发的水土流失问题,认为海塘加固加高工程建设对水土流失的 影响主要集中在施工期,而在工程投入运行后不会再产生水土流失;针对施工期的水土 流失问题,结合工程布局及施工布置,提出了主体工程防治区、临时工程防治区及直接 影响区的水土保持工程设计方案。 (5)分析与预测了海塘工程实施及建设期对环境的影响,从控制噪声、扬尘及合理 处理固体废弃物等方面提出了环境保护的措施;只要在工程建设期,实施有效的环境保护措施,便可控制工程建设对环境的影响。因此,认为场前海塘临江段加固加高工程建 设具有可行性。 关键词:场前海塘;加固加高;工程设计;可行性;钱塘江THE FEASIBILITY STUDY OF SEAWALL OF QIANTANG RIVER REINFORCEMENT HEIGHTENING PROJECT ABSTRACT Seawall is an artificial barrier to resist against floods and storm surge. In the background of global warming and frequent extreme Iather disasters, how to increase the security of seawall and to enhance the construction of resisting floods (tides), should be the key spoint of water conservancy projects. The extension construction of Changqian River Section Seawall (Qiantang River) has realistic meaning to the life and property safety of people in Haiyan County, Zhejiang Province and to social and economic sustainable developmen. To carry out feasibility study can provide basis for project investment decision and preliminary design, which also plays an important role in ensuring the scientificity and rationality of engineering construction . By using the field investigation, the method of combining theoretical analysis and engineering calculation, and according to the basic requirement of the construction project feasibility study, the article studies the feasibility of the extension construction of Changqian River Section Seawall (Qiantang River) from the perspectives of the engineering general layout and main buildings, the construction organization design, the scheme design of soil and water conservation and the environmental impact of the project, etc. Main conclusions are as follows: 1bined with the safety appraisal conclusion and advice of Changqian River Section Seawall (Qiantang River) , the artical analyzes the existing potential safety hazard, discusses the necessity of the constuction of Changqian River Section Seawall (Qiantang River), and definites the task and scale of engineering construction. 2. According to the industry standard and related specifications, I determined the extension construction of Changqian River Section Seawall (Qiantang River), its building grade and the flood control (tide) and seismic fortification standards. On the basis of the overall layout, and through the calculation of tide, wave element, wave run-up and overtopping rate, I confirmed the elevation of wave wall as 9.80 meters. Based on cross section structure scheme comparison and analysis of six kinds of seawall, RecommendationⅠis for the extension construction of River Side Section Pattern Seawall,Recommendation Ⅱis for cross-sea bridge Convergence Section Pattern Seawall. I designed the watergate, sewage pipe and cross-sea bridge cross structures and put forward the watergate USES the box culvert, sewage pipe section by using the heightening slope type to the reinforcement of the heightening of empty containers. 3.From the perspectives of traffic condition, water and electricity supply, main building materials and construction site, I analyzed the reinforcement construction conditions of the construction of the extension seawall project, determined the construction procedures and methods of the main section, arranged the construction traffic, overlay the layout and the overall layout of water supply system construction, and formulated the construction schedule of seawall reinforcement extension project for 12 month. 4.On the basis of the analysis of the existing status of soil and water loss, I predicted the soil erosion issues caused by the construction site layout and abandon slag heap on the original landform disturbance. I thought the soil erosion caused by seawall reinforcement heightening engineering construction mainly concentrated in the construction period, and after the project put into operation it will not produce water loss and soil erosion. For soil and water loss problem during construction period, I put forward a recommendation plan which combined with engineering layout and construction layout, and direct effect on the soil and water conservation of the prevention and control of the main works and temporary works. 5. I analysed and forecasted the seawall engineering implementation and construction impact on the environment, putting forward environmental protection measures from the aspects of control of noise, dust andsolid waste. As long as effective environmental protection measures in the engineering construction are carried out, we can control the environmental impact of engineering construction. Therefore, I think reinforcement extension construction of Changqian River Section Seawall is feasible.
