在当前世界经济复杂形势的影响下,我国经济进入新常态,经济结构调整、发展引 擎革新成为我国保持良性发展的必然选择。中央政府提出“供给侧改革”、“大众创业、 万众创新”,都反映了实现经济有序发展的客观需求;提高管理效率、控制管理成本、 激发员工活力的管理方法及其实现途径成为企业的迫切需要。 本文通过收集我国当前企业管理需求和管理软件 SaaS 行业现状数据,基于迈克.波 特的行业五力分析模型和 SWOT 分析法对现状进行确立目梳理,前企业管理及管理软件行 业存在的问题,基于云计算分析的基础上,提出目标管理与双因素激励方案;利用创新 创业管理、商业模式相关理论建立方案的实现和项目发展规划。 本文的最后方案中引入了目标管理和双因素理论。目标管理,简称 MBO (Management by Objective),是由彼得.德鲁克提出以目标为导向,以人为中心,以成果为标准,而 使组织和个人取得最绩效的现代管理方法。双因素理论,又称“激励保健理论 (hygiene-motivational factors)”,是激励 理论的代表之一,由美国心理学家 赫 茨伯格于 1959 年提出。该理论认为引起人们工作动机的 因素主要有两个类型:一种是 激励因素,另外一种是保健因素。只有激励因素才能够给人们带来满意感,而保健因素 只能消除人们的不满,但不会带来满意感。 在具体实现中,本方案对项目的商业模式、产品和服务规划及技术架构、市场分析、 战略定位、团队以及组织架构、分阶段目标、财务分析、风险因素等进行了系统阐述和 说明,提出组织目标管理与“双因素”激励系统项目的创业计划书。 研究表明,本项目可以为企业更高效的实现组织战略目标和各层级目标,提供具有 竞争力和吸引力的综合留人长效激励机制和福利方案,让福利为企业创造更多价值;节 省管理成本,降低企业经办人员选择管理软件服务商,设计激励与福利方案及其实现的 精力、时间等成本;更好地实现组织目标和员工目标的协同,实现员工价值。 通过本文的分析论证,认为组织目标管理与“双因素”激励系统 SaaS 云平台项目能 够实现成功创业并将探索出一个全新的商业模式。有理由相信,在创业团队的共同努力 下,该项目将拥有一个美好、广阔的发展前景。 关键词:商业计划书,目标管理,激励,SaaS,云计算II Business Proposal of SaaS Cloud Platform Based on Management by Objectives and motivational Cores Abstract Under the influence from complex trend of global economy, China's economy enters the new normal state and economic structure adjustment and development engine innovation become inevitable choices for maintaining the healthy development of China. The central government addresses supply-side reform and mass entrepreneurship and innovation, reflecting the objective needs of regular economic development; and methods and realization approaches of improving management efficiency, controlling management costs and stimulating employ enthusiasm become the urgent needs for enterprises. Based on Mike Porter's five forces analysis model and SWOT analysis method, this paper collects current demands of enterprises in China and data on industry status from the management software-SaaS to determine and sort out the status, and with respect of problems existing in previous enterprise management and management software industry, cloud computing and analysis are based to propose management by objectives and double-factor motivational schemes; and the theories concerning innovative entrepreneurial management and business model are used for framing scheme realizing and project development plans. Management by objectives and double-factor theories are introduced in final solution of this paper. Management by Objectives (MBO) is proposed by Peter F. Drucker, which is a modern management method oriented at objectives and people and adopting results as the standard to realize optimal performance of organizations and individuals. Double-factor theory also known as hygiene-motivational factors is one of motivational theories and proposed by Hertzberg, a American Psychologist in 1959. In this theory, there are two kinds of factors arousing job motivation, namely motivational and hygienic factors. Only motivational factors can bring about satisfaction to people and hygienic factors can only eliminate people's feelings of discontent without any sense of satisfaction. In its implementation, this proposal systematically states and illustrates business model, product and service planning and technical framework, market analysis, strategic orientation, team and organization structure, objectives in phases, financial analysis and risk factors of the project, and a business plan of organization target management and double-factor motivationalIII system project is proposed. The research indicates that this project can provide a comprehensive long-acting motivational mechanism of talents retaining and benefit programs with competitiveness and attractive force to enterprises for more effectively realizing or organization strategic objectives and targets at all levels and benefits will create more value for enterprises; this project can reduce management costs and lower enterprise managers' effort, time and other costs of selecting management software service providers, designing motivational and profit programs and realizing the programs; and it can better achieve the coordination between organization objectives and employee's goals so as to realize employees' values. Through analysis and demonstration in this paper, it is considered that organization objective management, double factor motivational system and SaaS cloud platform project can achieve successful startup and explore a new business model. There are reasons to believe that with concerted effort of entrepreneurial team, the project will have a good and broad development prospect.
