本文是在落实项目管理标准化的过程中，铁路建设项目的管理仍然存在管理不 到位、质量不达标、安全风险大等情况，为进一步提高铁路建设项目的施工质量、 效率，分析项目管理标准化的实施情况、存在的问题以及强化措施，以此提高铁路 建设项目的综合管理效果。研究的思路主要是在分析项目管理标准化的理论基础上， 分析铁路建设公司项目管理过程标准化实施现状，呈现公司运用标准化管理的运行 程序。主要涉及该公司的标准化管理的具体内容，如标准化组织机构、质量管理、 项目进度管理等。在现状分析的基础上，揭示出项目管理标准化存在的问题，传统 的管理模式与标准化的管理模式衔接不恰，基层管理基础相对薄弱，项目管理标准 化执行流于形式，没有形成稳固的企业文化，组织工作的协调机制较弱等现实问题。 根据该公司出现的现实问题，提出了落实项目管理标准化的需要制定项目管理标准 化执行文件，成立标准化组织机构，协调各种机构的管理职责，培育执行文化，做 好基层项目管理工作的调研具体举措。标准化管理实施是一项长期复杂的系统工程， 加之铁路建设项目管理的特殊性，需要持续探索改进。 关键词 铁路项目；标准化管理；过程管理；施工标准II Abstract In the process of implementing project management standardization, the management of railway construction projects still has problems such as inadequate management, substandard quality and high safety risks. To further improve the construction quality and efficiency of railway construction projects, the paper analyzes the implementation of project management standardization, situation, existing problems and strengthening measures to improve the overall management effect of railway construction projects. The main idea of the research analyzes the standardization implementation status of the project management process of the railway construction company and presents the operating procedures of the company using standardized management. The research is based on the analysis of the theory of project management standardization. The research mainly related to the specific content of the company’s standardization management concludes standardization organization, quality management, project schedule management. On the basis of the analysis of the status, it reveals the problem of project management standardization: the connection is weak between traditional management mode and the standardized management mode. The basic management base was relatively weak, and the project management standardization implementation is no more than a formality, a stable corporate culture has not established, the coordination mechanism of organizational work is weak and so on. According to the actual problems that emerged from the company, it puts forward the need to formulate project management standardization implementation documents, establish standardization organization, coordinate management responsibilities of various institutions, set up executive culture, and do research and specific measures for grassroots project management.
