I 摘要 铁路运输一直是我国人员和物流流通的重要渠道和保障，铁路专用线作为铁 路网的一大组成部分，为解决企业或单位内部的运输提供很大的便利和帮助，对 地区经济发展有着极其重要的作用。而铁路项目的建设一般都具有投资大、风险 高、建设周期长以及建设的不可逆性，因此在铁路项目实施之前对之进行科学而 系统的可行性研究是一项必不可少的重要工作。本文以湖南水口山集团瓦松铁路 专用线为研究对象，从经济、技术、社会、环保以及相应的风险等方面对项目进 行可行性研究。通过将项目技术可行标准与具体的投入产出纳入分析范畴进行综 合评评价。本文分为六个部分。第一部分：阐述了选题的背景及意义，对国内外 研究的现状进行了阐述和评述，在此基础上对本文的研究内容、方法及框架进行 梳理。第二部分：主要从概念、作用、依据和要求，对铁路及可行性研究的理论 进行论述。第三部分：主要对项目的基本情况、建设的必要性以及项目的基本条 件进行阐述，在此基础上提出了工程设计方案，在综合比较的基础上推荐了最优 方案，同时对可能遇到的环境保护和节能减排等问题设计了可行的解决方案。第 四部分：主要对专用线运量进行预测，同时对瓦松铁路运输通道能力从货运通道 径路、货运通道现状以及年度货运通道主要区段能力适应性等角度进行了论述。 第五部分：主要运用相关的理论和技术对水口山集团瓦松铁路专用线工程项目进 行投资估算及经济评价，最终得到本项目从财务分析可行，从国民经济分析也可 行，且抗风险能力比较强等结论。第六部分：主要是对工程项目进行全面的分析 和评价，通过对项目建设投资、融资、技术和社会经济等各个方面进行综合阐述， 并结合相关的评价理论，得出本文可行性研究的结论。并在现有研究的基础上提 出了几点研究展望。 本文在对可行性研究理论与实践进行详细分析的基础上，结合项目的具体情 况，对项目的经济和技术可行性进行了分析和预测。并对项目实施过程中可能遇 到的风险和问题提出一些可行性的对策和建议。通过本文的研究，其中的理论与 方法以及相关的研究思路对我国其他同类项目的可行性研究具有一定的借鉴意 义。 关键词：铁路专用线；瓦松铁路；可行性研究Abstract II Abstract The railway transportation is an important channel and security of personnel and logistics flow in our country. As a large part of the railway network, special railway line plays an extremely important role and provides a great convenience and help for solving the problems of the enterprise or unit internal transport. The construction of the railway projects generally are of big-investment, high-risk, long-construction period, and irreversibility of construction. Therefore, the scientific and systematic feasibility study is an essential work before the implementation of railway projects.This paper takes Wasong railway special line of Hunan Shuikoushan Group as the research object, and carries on the feasibility on the project from the economics, technology, society, environmental protection and the corresponding risk.The first part: It elaborates the background and significance, reviews the present situation of domestic and foreign research, and sorts out the paper’s research contents, methods and the framework.The second part: It mainly discusses the theory of the railway and the feasibility study form the concept, function, basis and requirements .The third part: The engineering design scheme is proposed on the basis of the elaboration of the project’s basic situation, the necessity of the construction and the basic condition. After the comprehensive comparison, it recommends the optimal scheme, and designs a feasible solution for potential problems such as environmental protection and energy saving.The forth part: It mainly forecasts the special line volume, and discusses the channel capacity of the Wasong railway transportation from freight channel path, freight channel status quo and adaptive analysis of the annual freight channel’s main section capacity.The fifth part：It carries on investment estimation and economic evaluation with the use of related theory and technology for the Wasong special line of Hunan Shuikoushan Group project, and draw a conclusion that this project is not only feasible from the financial analysis and national economy, but also has strong ability to resist risk.The sixth part: It mainly analyzes and evaluates the construction project comprehensively. With the elaboration from the project construction investment,financing, technology and social economics, and the combining the relevant evaluation theory, it draws the conclusion of this paper’s feasibility study, on the basis of which, it puts forward some research prospects. Based on the detailed analysis for the research theory of feasibility study and湘潭大学商学院硕士学位报告 III practice, combined with the actual conditions of a project, the economic and technical feasibility of the project are analyzed and predicted and it gives some solutions and suggestions to the risk and problems that you may encounter in the process of project implementation.Through the studying of this paper, the theory and method, and related research ideas have certain reference significance to some similar projects in our country for feasibility study.
