医院药品库存高企的问题一直广受医院管理者和学者关注。随着食药监总局对药品 的监管逐渐严格,推行GSP《药品经营质量管理规范》力度加大,医院药品储存的硬件 成本不断上身。而随着医改的逐步深入,全国与2017年9月30日以前全面取消了医院 药品的加成,因此药品库存对医院来说已成为一个成本支出科目。因此在现行的条件下, 选择一种科学合理的药品库存管理模式,是医院提高药品管理的效能,降低医院药品的 库存成本,满足临床的用药,保证医院正常运作的必由之路。 本文就是基于这个角度,在对国内外相关领域研究之后,结合我国医疗卫生领域的 现状,论证了医院加强药品管理,实行药品零库存管理的必然性和紧迫性。为此,报告 详细阐述了在零库存管理的理念下,公立医院实行药品零库存管理需要遵循的理念,以 及实行药品零库存管理的主要形式,实现目标和实际实施步骤。并将药品供应链的零库 存管理与其它行业零库存管理进行了横向的对比,从理论上指导了零库存管理的运用范 围。基于以上理论研宄,针对医院药品库存居高不下的现状,以柳州市中医院为实例开 展了药品零库存管理的实践。并在实践中运用ABC分类管理法与排序分析法对医院药品 库存实施精细化管理,验证了ABC分类管理法和排序分析法在零库存管理中的有效性, 并通过实践结果分析了这两种管理方法的优缺点。在观点得到验证后,运用博弈论对实 施药品零库存管理的过程进行分析,引出供应链节点实施零库存对供应链产生的影响。 关键词:库存管理;零库存;ABC分类管理法;排序分析法 IFeasibiIityStudyofDrugZeroInventoryManagement inLiuzhouTraditionalChineseMedicineHospital Abstract Theproblemofhighdraginventoryinhospitalshasbeenwidelyconcernedbyhospital admimstratorsandscholars.WiihthestrictsupervisionoftheFoodandDrugAdministration onpharmaceuticals,theimplementationoftheGSPPolicyfortheQualityManagementof PharmaceuticalProductshasincreased,andthehardwarecostsofdrugstorageinhospitals havecontinued:toincrease.Withthegradualdeepeningofmedicalreforms,thecountry5sdrug additionshavebeencompletelyeliminatedbeforeSeptember30,2017.Therefore,drug inventoryhasbecomeacost-consumingsubjectforhospitals.Therefore,underthecurrent conditions,choosingascientificandrationaldruginventorymanagementmodelistheonly wayforhospitalstoimprovetheefBcacyofdrugmanagement,reducethecostofhospital draginventory,meettheclinicalmedication,andensurethenormaloperationofthehospital. Thisarticleisbasedonthispointofview,afterresearchingrelatedfieldsathomeand abroad,combinedwiththecurrentsituationinthefieldofmedicalandhealthinChina, demonstratedthenecessityandurgencyofhospitalstostrengthendragmanagementand implementzero-inventorydragmanagement.Tothisend,thepaperelaboratedontheconcept ofzeroinventorymanagement,theconceptthatthepublichospitalsneedtofollowinthe implementationofzero-stockmanagementofphannaceuticals,andthemainformof implementingzero-inventorydrugmanagementtoachievethegoalsandactual implementationsteps.Zero-inventorymanagementofpharmaceuticalsupplychainis comparedhorizontallywithzero-inventorymanagementofotherindustries,which theoreticallyguidesthescopeofzero-stockmanagement.Basedontheabovetheoretical research,thepracticeofzero-inventorydrugmanagementwascarriedoutwithLiuzhou TraditionalChineseMedicineHospitalasanexample3aimingatthehighlevelofdrug inventoryinhospitals.Inpractice,theABCclassificationmanagementmethodandthe rankinganalysismethodareusedtofinelymanagethehospital'sdraginventory,verifyingthe iieffectivenessoftheABCclassificationmanagementmethodandtherankinganalysismethod inzeroinventorymanagement,andanalyzingthetwokindsofresultsthroughpracticalresults.
