齐齐哈尔市位于哈大齐工业走廊的最西端，是黑龙江省重要的粮食产区和全国重要 的装备制造业基地。近些年公路建设进入了提档升级和快速发展时期，齐市公路运输网 也在逐渐完善，公路运输的货物吞吐能力逐渐提高。但快速增长的货物发送量还是对齐 齐哈尔的公路运输提出了更高的要求，本文着重研究齐齐哈尔公路货运枢纽项目建设的 可行性，为加快齐齐哈尔市公路运输建设、缓解公路压力、提高货物周转率等具有重要 的战略和现实意义。 齐齐哈尔公路货运枢纽项目包含三个子项目，分布于齐市公路交通体系发达的市区 和市郊地区。报告通过分析齐齐哈尔市经济发展状况，提出齐市货运枢纽建设的必要性。 通过对齐市货运枢纽现状的分析，并进一步对齐市物流市场需求及齐市货运站的生产能 力及规模进行论证，提出了齐齐哈尔公路货运枢纽项目建设的总体方案，明确了该项目 规划的功能定位，货运枢纽站场布局规划，分析了公路货运枢纽项目对齐齐哈尔市宏观 经济的作用。报告从市场可行性、技术可行性和经济可行性三方面对项目进行了分析， 对齐市公路货运枢纽项目市场的可行性进行论证。最终确定该项目具有可行性。 关键词，齐齐哈尔；公路货运枢纽；可行性研究Abstract Today is the good period of the development of Modern logistics. QiQiHaEr locates in the farthest west of the industrial corridor of HaDaQi, and it is an important commodity production region in Heilongjiang Province and an important equipment manufacturing base in China.In recent years, highway construction has stepped into the period of rapid upgrade and development, QiQiHaEr highway transport networks are also gradually perfected, highway transportation of goods is gradually improved too. But the rapid growth of the transportation of goods puts forward higher request for QiQiHaEr highway transportation. This paper focuses on the research of the construction feasibility of Qiqihar highway freight hubs project, and it is very strategic and of realistic significance for speeding up the highway transportation construction, alleviating QiQiHaEr highway pressure, and improving cargo turnover capacity This project consists of three sub-projects, and they scatter in different towns and suburb areas in Qiqihaer. The paper puts forward the necessity of the construction of Qiqihaer highway freight hubs based on the analysis of QiQiHaEr economic development background. The paper also makes clear the function orientation of the general project, planning the arrangement of freight hubs station layout, analyzing the effect of highway freight hubs project on Qiqihaer macro-economic. The paper comprehensively introduces each component of the core elements of the overall project, and analyzes the financial estimation and social benefit. The paper evaluates the overall project from market feasibility, technical feasibility and economical feasibility, and finally claims that the project is feasible.
