汇编出版。保密的学位论文在解密后适用本规定。 研究生签名: 时间: 2019 年 5 月 31 日 导师签名: 时间: 2019 年 5 月 31 日I 摘要 随着我国经济发展步入新常态,经济增长后劲不足,增速放缓。2014 年,第八届达沃斯论坛, 李克强总理倡议全国人民加入“大众创业、万众创新”的大潮之中。我国“大众创新 万众创业”的 现象不断涌现,国家的重点关注以及相关政策的有力扶持推动优化升级我国的创业创新生态系统。 在此背景下,创业孵化基地作为新兴创业企业的聚集平台,成为社会关注的焦点。但由于缺乏扎实 的理论知识和足够的实践经验,各地创业孵化器在发展过程中暴露出了一些实际的缺陷和问题。 2004 年 8 月,石河子大学科技产业园正式成立。2014 年 9 月,在国家教育部和科技部的双重把 关下,石河子大学科技产业园被定性为“国家大学科技园”,是集创业社区平台、导师培训、办公、 资源对接、小微金融等于一体的高科技孵化企业。致力于整合国家、自治区、兵团政策、项目、财 税等资源,扎实推进孵化基地建设,完善创业孵化基地的服务企业、吸引新技术、聚集和培育创业 人才的各项功能。应充分利用孵化园享有的政策优惠,创建更适宜企业发展、更有利于充分发挥企 业技术创新能力、更能吸引和培育创业人才的发展环境,将孵化园发展为孵化企业、高新技术和创 业人才的基地。 本文以石河子大学创业孵化基地为研究主体。首先创业孵化基地的研究背景及意义还有国内外 相关研究和现状进行了详尽的描述;其次提出了创业孵化基地的相关理论,为之后的研究打下理论 基础。然后对孵化园的含义和作用加以说明;最后,对石河子大学创业孵化基地进行案例分析,详 细描述了其管理模式和管理现状,探究其管理运行中的问题,并有针对性地提出改进政策和建议措 施。整个文章运用了管理学的思想、方法和工具,希望能为创业孵化基地的建设提供一些帮助。 关键字:优化对策;创业孵化;运行管理II Abstract As China's economic development enters a new normal, economic growth is insufficient, and growth is slowing down. In 2014, in the speech of the 8th Davos Forum, Premier Li Keqiang advocated that the people of the whole country should join the tide of “mass entrepreneurship and innovation”. The phenomenon of mass entrepreneurship and grassroots entrepreneurship has emerged in China. The country's key concerns and strong support from relevant policies have promoted the optimization and upgrading of China's entrepreneurial innovation ecosystem. In this context, the startup incubator base has become the focus of social attention as a gathering platform for emerging startups. However, due to the lack of solid theoretical knowledge and sufficient practical experience, local entrepreneurial incubators have exposed some practical defects and problems in the development process. In August 2004, Shihezi University Science and Technology Industrial Park was formally established. In September 2014, under the dual control of the Ministry of Education and the Ministry of Science and Technology, the Shihezi University Science and Technology Industrial Park was identified as the “National University Science and Technology Park”. It is a platform for entrepreneurial communities, tutor training, office, resource docking, and microfinance. An integrated high-tech incubator. Committed to the integration of national, autonomous region, Corps policies, projects, fiscal and taxation resources, solidly promote the construction of incubation bases, improve the service enterprises of the hatchery, attract new technologies, gather and cultivate the functions of entrepreneurial talents. We should make full use of the preferential policies enjoyed by the hatchery to create a development environment that is more suitable for enterprise development, more conducive to giving full play to the technological innovation capability of enterprises, and more attractive and nurturing entrepreneurial talents. The incubator will be developed into an incubator, high-tech and entrepreneurial talent. This paper takes the Science and Technology Pioneer Park of Shihezi University as the research subject. Firstly, the research background and significance of the university hatchery are also described in detail at home and abroad. Secondly, five related theories of the entrepreneurial incubator are put forward, which lays a theoretical foundation for the later research. Then it explains the meaning and function of the hatchery garden.
