改革开放以来,我国的社会主义现代化建设取得了举世瞩目的成就,社会物 质财富得到迅速增加,人民群众的物质生活得到很大改善,精神生活也在不断丰 富。人民群众对精神文化消费提出了更高的要求,这就给城市文化基础设施建设 带来了越来越多的挑战。 大港区地处滨海新区,文化基础设施建设相对滞后,不能满足人民群众日益 增长的文化生活需要。尤其是位于大港区文化广场的影剧院,自建成之日起因内 部结构等问题一直没有通过验收,加之年久失修,设施损坏严重,经天津市房屋 安全鉴定检测中心鉴定,该建筑物不适宜在现有基础上修复使用,以至长期闲置, 这不能不说是城市发展的一种缺憾。 《天津市大港区国民经济和社会发展第十一个五年规划纲要》提出,“提高 文化投入,确保每年占同级财政支出的比例不低于 1%。新建大港展览馆、大港 影剧院、大港图书馆、大港少儿图书馆等一批文化设施,实现文化资源的共享。 加强区、镇(街)、村(居)三级文化网络设施建设,广泛开展富有特色的群众 性文化活动。实施文化精品战略,扩大对外文化交流,提高城乡文化品位。加强 文化市场管理,加速推进文化产业健康发展,争取建设独具特色的文化一条街, 构建统一开放竞争有序的文化市场体系,形成具有大港特色的地域文化。” 本文通过对大港区文化广场的建设工程的定性定量研究,其结果对相关项目 具有一定的应用价值和借鉴意义。 关键词,文化艺术中心; 可行性研究; 滨海新区; 财务评价;ABSTRACT Since reform and opening, China's socialist modernization drive has made remarkable achievements in social and material wealth has been increasing rapidly, people's material life has been greatly improved, also enrich the spiritual life.
