电子海图显示与信息系统,是一种配置齐全、完全按照 IMO 性能标准制作的电子 海图应用系统。这个系统具有充足的后备措施,可以接受为符合 1974 年 SOLAS 第 V/19、 V/27 条款要求的最新海图。它可有选择地显示系统电子导航海图(SENC)中的信息以 及从导航传感器获得的位置信息以帮助航海人员进行航线设计和航路监视,并且能够按 要求显示其他与航海相关的补充信息 [1] 。 本课题以 ABC 公司现有综合实力为研究基础,以近几年国内外开始着手制定船舶 强制安装电子海图相关产品政策的市场环境为研究背景,从投资可行性分析方面着手, 兼顾产品社会效益,重视技术可行性分析和定位,在充分识别风险并制定风险应对措施 的基础上,对电子海图显示与信息系统产品的立项研制进行了合理、有效的可行性论证, 并得出了研究结果。 在明确电子海图显示与信息系统产品项目可行,ABC 公司可以展开立项工作并组 建项目团队准备产品研制的前提下,本课题结合紧迫的市场形势和该公司的内部运行情 况,对该项目未来的执行过程提出了参考建议。 通过本研究课题,可以帮助 ABC 公司管理决策层明确拟研制的电子海图显示与信 息系统产品能够带来的经济效益和社会价值,帮助企业规避新产品研制的投资风险,促 使企业实现可持续发展。本课题的研究结果可以作为 ABC 公司电子海图显示与信息系 统产品立项研制的依据,研究方法和研究结论可以作为企业产品战略定位的研究分析实 践模型。 关键字,电子海图;产品;可行性II Abstract Electronic Chart Display and Information System, is an electronic chart production applications, which is fully equipped, fully in accordance with the IMO performance standards. The system has adequate back measures that are acceptable to meet the latest charts required by the 1974 SOLAS Chapter V/19, V/27 provisions. It can selectively display the information from the system electronic navigation chart (SENC) and the location information obtained from the navigation sensors to help mariners in the route design and route monitoring, and can display other required supplementary information related to navigation. The subject is basic on the existing strength of the ABC Company. The research background in recent years there is an international mandatory requirement in this market to develop international shipping policy by installation of electronic chart. Under the premise of full risk-prediction and measures development, from a technical, market,risk, considered social benefit of the product, the essay analyzes the feasibilities of Electronic Chart Display and Information System in a reasonable and effective study, and results obtained. The result of this subject can be treated as the project basis of the ABC's Electronic Chart Display and Information System project development. Research method and conclusion of this essay can be conducted as practical model of enterprise product allocation analyze.
