2017年中共中央、国务院发布了《关于深入推进农业供给侧结构性改革加快培育农 业农村发展新动能的若干意见》,提出了“田园综合体”的概念。田园综合体指的是集循 环农业、创意农业、农业体验于一体,打造的“产、村、人、文”高度融合的新型田园社 区,是对城市高层次消费转移能有效承接的生活平台,把原来的生态农业、观光农业、 休闲旅游相结合的新形态。通过农业、林业生产与休闲度假、农业科普教育、康复医疗、 养老等结合,促进工业化、农业现代化协调发展,是统筹协调城乡发展的重要途径之一。 XX新区是第七个国家级新区,JH新城作为XX新区五大组团之一,主导产业为都 市农业和文化旅游,陕西泉森农业发展有限公司是JH新城开发建设集团的子公司,主 要承担区内农业项目入区对接、示范性农业项目的建设、农业项目的融资等工作。JH 新城鉴于区内都市农业需要大项目引领和全域旅游需要增加一个旅游热点的现状,计划 启动一个田园综合体项目,由泉森农业公司投资建设。 本文以陕西泉森农业发展有限公司花木生态区投资项目为研宄对象,通过分析可行 性研宄理论,依据可行性研宄步骤,对该投资项目的建设条件、工程技术方案、市场、 财务、风险等因素进行研宄发现,该项目具有较好的盈利能力和较强的抗风险能力,资 产负债率低,财务风险可控。通过花木生态区建设发挥龙头企业的引领带动作用,促进 JH新城区域内都市农业、文化旅游产业聚集,改善区域内生态文明环境,社会经济效 益显著,生态效益良好。 关键词:田园综合体,可行性研宄,花木生态区,都市农业 I 西北大学硕士学位报告 ABSTRACT In2017,theCentralCommitteeoftheCommunistPartyofChinaandtheStateCouncil ofChinaissuedthedocument:AdvicesandSuggestiononPromotingStructuralReformon theSupply-sideinAgriculturesoastoSpeedUpEnhancingNewDynamicDevelopmentin China’sVillagesandIntheWholeFieldofAgriculture.Inthedocumentanideaof“farming complex”wassuggested.Theso-called“farmingcomplex”meanscombining cycle-agriculture,creativeagricultureandagriculturalexperiencetodevelopandbuildupnew stylepastoralcommunitieswithhighintegrationofproduction,village-life,humanitiesand culture,makingaplatformbeingabletosatisfythehigh-levelmunicipalassumptionand furtherdevelopingeco-agricultureandpastoraltourism.ltisoneoftheimportantwaysto enhancethebalanceddevelopmentofindustrializationandagriculturalmodernizationand achievebalancedandharmoniousdevelopmentofmunicipalitiesandagriculturalregions. Thisarticleresearchesontheinvestmentprojectsofflowersandtreeseco-area developmentmadebytheShaanxiQuansenAgriculturalDevelopmentCo.limited.By analyzingfeasibilitytheory,accordingtotheprocedureofthefeasibilityresearch,wehave madeastudyonthevariouselementsinvolvedsuchasprojectdevelopingconditions, engineeringtechnologicalplans,marketingfinancingandrisksetc.Wehavediscoveredthat theprojectisveryprofitable,risks-resistantlowdebtratio,andhastheabilitytocontrol financialrisks.Sincetheprojectwasstarted,ledbythemegaenterpriseswhicharebuilding theeco-areaofflowersandtreesinsidetheJHNewTown,thecity-agriculture,cultural tourismindustryisbeingdevelopedfastandeco-environmentintheareahasbeenimproved.
