城市设计自 20 世纪 80 年代引入中国以来，因其在塑造城市环境方面的显著 作用越来越受到城市管理者、城市设计师等各方关注，并蓬勃发展。在此过程中， 城市设计导则作为城市设计的重要成果之一，也是城市设计运作的技术核心，为 设计理念的贯彻提供了重要保证。如此同时，我国的控制性详细规划在近 20 年 的发展过程中为控制城市蔓延发挥了重大作用，但仍然存在着许多问题，广受诟 病的是其在形态控制方面的不足。本文提出将对应于控规层面的城市设计成果 ---城市设计导则纳入到控制性详细规划的控制体系，从而使在形态控制上具有 优势的设计导则具有强制性约束力，完成城市设计成果的法制化，弥补控规的不 足，并对控制性详细规划的编制、案例审议和控制体系提出了建设性意见。 文章首先从城市设计的长效性出发，强调了城市设计导则在贯彻城市设计理 念及塑造城市形态上的重要性，并简单介绍了设计导则的产生与发展、内容框架、 类型以及在美国的运作。其次，对中国的控制性详细规划体制进行检讨，指出了 控规在城市形态控制上乏力的根本原因---控规的控制体系与设计理念的非对称 性。结合以上分析，本文提出将对应层次的城市设计导则纳入控制性详细规划控 制体系的制度性修订，实行控规的分区编制、规划案例的分类审理和指标体系的 二元控制，并对控制体系的内容做了详细设计。 最后以天津中华自行车产业园控制性详细规划为实证研究，力求探索建立一 个适应我国国情的控制性详细规划编制范例。 关键词， 城市设计导则 控制性详细规划 形体环境 控制 ABSTRACT Urban design has drawn more and more attention form the government and urban designers for its great importance in shaping urban physical environment since being introduced into China in 1980s.urban design guidelines, as one of the most important productions of urban design, play a key role in the process of implement of urban design concept. The regulatory plan has been questioned a lot, especially in ability of shaping urban physical environment, even though it made a great progress in containing city sprawl in the past 20 years. Based on the analysis of the two systems, this article discusses the possibility of the implantation of urban design guidelines into the regulatory plan, and then urban design guidelines is endowed with legally binding force, as a supplement of the regulatory plan. Focus on the importance in shaping urban design guidelines, the paper gives a brief introduction about the development, content, type and operation of urban design guidelines. Then it conducts a comprehensive review of regulatory planning system, and points out that the non-symmetry between controlling system and design concept is the reason why the regulatory plan has shortcomings in controlling urban space. To sum up, the paper gives some suggestions about making, management and control of the regulatory plan, Taking the case of China Cycle Industry Park Regulatory Plan, the author tries to setup a new system of the regulatory-plan-compiling.
