项目可行性研究是项目投资前期对项目进行全面技术、经济等多方面分析论 证的科学方法,根据研究的结果,决定是否投资以及如何投资等,是项目投资决 策的主要依据。其研究的内容包括有,投资的必要性、技术可行性、财务可行性 及对社会和环境分析评价等。自改革开放以来,项目可行性研究在国内建设中得 到大量的运用,研究的理论和方法也有了较大的进步和提高。呼出气一氧化氮测 定系统是目前全球先进的哮喘患者气道炎症无创检测的方法,且已经得到美国、 欧盟国家的认证,用于哮喘的检测和哮喘患者的疾病管理。在我国,该项目已被 列入《呼吸内科国家临床重点专科建设项目评分标准》和《全国医疗服务价格项 目规范》(2012 版)两部规定,但由于既往原因,该项目未能得到好的发展。四川 HY 公司作为一家多年专注于医药行业的地方公司,十分看好该项目的临床价值和 未来发展,因此拟代理其在西南地区 4 省(市)的销售工作。为保证项目的成功 实施,非常必要在投资决策前对其进行科学的可行性研究。 本文针对拟投资项目的情况,按照可行性研究的理论,对其可行性展开研究。 首先,通过市场规模和竞争分析,评价其市场可行性;其次,通过对项目产品技 术方案的分析,论证其技术可行性;然后,参考项目自身的情况、区域的患者情 况及 HY 公司的现状,运用经济评价的基本方法,对项目的投资、经济收益等进 行了分析,并通过不确定性因素的分析,论证项目的财务可行性;再者,针对项 目的社会环境和社会效益进行了分析,研究社会评价;最后,还针对项目实施过 程中可能出现的风险进行了预测和分析,给出了相应的解决方案和策略以及可行 性结论。全文最后对该项目的整体可行性研究进行了总结,并给出研究的结论, 提出了相应的建议。 关键词,可行性研究,医疗设备,经济收益,投资决策II ABSTRACT Project feasibility study is a scientific method to do overall analysis of technical, economic and other aspects in pre-investment period. It’s also a major basis of project investment decision, for the decision of whether to invest or how to invest are made based on the study result. The study contents include the necessity of investment, feasibility of technology and finance, analysis and evaluation of society and environment, and so on. Ever since the reform and opening up, project feasibility study has been conducted a lot in demotic constructions, by which the study’s theories and methods have been greatly improved and advanced. FeNO is currently the worldwide advanced airway inflammation noninvasive detection method for asthma patients, which has been authenticated by the United States and EU nations and has been used for asthma detection and disease management for asthma patients. In China, this project has been included in the following two regulations, Respiratory National Key Clinical Specialist Construction Project Assessment Criteria and National Medical Service Price Project Specification (2012 edition) . However, this project has not been greatly developed due to past reasons. As a local company which has focused on pharmaceutical industry for years, Sichuan HY Company is very optimistic about the clinical value and future development of this project. Therefore, the company intends to act on behalf the project’s sales in 4 southwest provinces (cities). In order to ensure the successful implantation of this project, it’s very necessary to conduct a scientific feasibility study before investment decisions are made. This article will conduct a feasibility research based on the proposed investment project’s situation and the theory of feasibility study. Firstly, to evaluate its market feasibility according to market size and competition analysis. Secondly, to demonstrate its technical feasibility by analyzing the project products and technical method. Thirdly, to analyze the project’s investment and economic benefit by using the basic method of economic evaluation, referring to the current situation of the project itself, regional patients and HY company status. Furthermore, to study the social evaluation by analyzing the project’s social environment and benefit. Last but not least, the corresponding solutions and strategies as well as the feasibility conclusion are given based on the prediction and analysis of the possible risks during project implementation.III The last part of this article gives the conclusion of the study and puts forward relevant suggestions by summarizing the project’s overall feasibility study.
