一个企业在面对日益激烈的竞争环境时，为了节约社会资源，可采用业务外包的模式，即通
过集中自身资源与力量，选择自身专长的领域，将其他部分外包出去。随着社会经济的发展，现
代广电传媒行业已经进入一个快速发展时期，越来越多的广电媒体将业务外包作为媒体融合发展
的一个新的突破口，在广电行业众多外包业务中，媒体资产管理中心外包业务有着其独有的特殊
性与重要性。每天媒体行业会接收大量繁杂的数据资源，怎样处理分类以及编目如此庞杂的数据，
成为广电媒体资产管理的重要业务，将此业务外包成为众多广电行业的选择。利用和依靠外部资
源完成此项工作，从而达到降低成本、提高服务质量、培育核心竞争力的作用，在广电行业有限
的资源下，广电媒体资产业务外包是必要的和必然的
本文选题结合了笔者在某省电视台多年媒资外包生产管理工作的实践经验，在研读国内外关
于外包风险控制理论等文献基础上，从某省电视台广电媒资业务外包中心的实际情况出发，对广
电媒资业务外包风险进行研究，分析了当前广电媒资业务外包的优势与弊端，以及广电媒资业务
外包风险特征与风险因素，通过专家打分赋权及分析，对某省电视台媒资外包风险因素重要程度
进行评价，并对其媒资业务外包风险控制问题进行了研究，提出了解决措施

In the face of increasingly fierce competition environment, in order to save social resources, can
adopt outsourcing mode, namely through concentrate its resources and strength, to choose their own
areas of expertise, the other parts outsourcing. With the development of social economy, the modern
media industry has entered a period of rapid development, more and more media outsourcing as a new
breakthrough in the development of media convergence, the broadcasting industry in many outsourcing
business, media asset management center outsourcing business has its unique particularity and
importance. Every day the media industry will receive a large number of complicated data resources,
how to handle the data classification and cataloging so complex, has become an important media asset
management business, this business outsourcing has become a large number of radio and television
industry selection. Use and rely on external resources to complete the work, in order to reduce the cost,
improve service quality, cultivate the core competitiveness of the role, the limited resources of radio
and television industry, radio and television media asset business outsourcing is necessary and
inevitable.
This paper combined with the author for many years in a television media information outsourcing
production and management experience, in the study on the domestic and foreign outsourcing risk
control theory based on the literature, from the actual situation of a television broadcasting media
information service outsourcing center, for the risk of radio and television media information service
outsourcing, analyzes the advantages and disadvantages the radio and television media information
outsourcing, as well as radio and television media information outsourcing risk characteristics and risk
factors, and through the analysis of expert scoring weights, evaluation of provincial TV mam
outsourcing risk factors important degree, and the media information outsourcing risk control issues of
research, puts forward the solving measures.
