城市区域综合开发PPP项目前期策划研究
——以W市Y生态区为例

摘要
城市区域综合开发是城乡建设的重要部分，是新型城镇化建设的有利模式，
一般具有规模体量、投入巨大的特点。但从政府视角来看，传统的城市开发模式
面临着融资困难、开发效率低下、以及管理运营能力不足等问题，亟需一种科学
有效的开发模式来应对与日俱增的挑战。为了缓解政府的财政压力，各级政府积
极进行融资模式创新，采用多种融资渠道，PPP模式逐步被引入城镇化基础设施建
设和公共服务领域。将PPP模式引入城市区域综合开发，能有效应对种种挑战，
具备缓解政府财政压力、优化项目整体效益、减少公共部门风险承担等优势。但
是城市区域综合开发PPP项目比传统单一的PPP项目更为复杂，对项目的运作实
施要求也更高，项目前期决策与策划过程就显得尤为重要，关乎项目能否成功
本文以城市区域综合开发PPP模式前期策划为研究主题，首先梳理PPP模式
理论研究和国内外的实践应用基础，结合当前的城市区域综合开发的挑战与考验，
以及PPP模式应用的政策环境，对PPP模式下城市区域综合开发前期策划的关键
问题进行讨论，包括项目运营体系策划、风险和收益回报的配置、项目保障体系
策划等。同时以W市Y生态区前期策划为例进行分析，发现在城市区域综合开发
的PPP项目具体操作过程中，由于综合开发项目包含很多不同性质的项目，在运
作设计、收益及风险分配、监管等方面，需要根据不同项目的特征采用复合式的
操作体系
研究表明，在城市区域综合开发PPP项目实际操作中，若能处置好策划中的
关键问题，则PPP模式就能提高城市区域综合开发的效率，缓解政府资金缺口，
合理分配风险承担，是一种高效的融资方式。本研究总结归纳Y生态区PPP项目
案例的相关经验，对于类似项目的推广实践有着重要意义，有助于提高相关部门

ABSTRACT
The development of urban area is an important part of city and rural construction,
which is a favorable mode for new urbanization. The urban regional comprehensive
development project has the characteristics of huge construction scale and investment.
However, from the perspective of government, the traditional mode of urban
development is faced with the problems of financing difficulties, low development
efficiency, and insufficient management and operation ability. Thus, a new financing
method is urgently needed to cope with the growing challenges. In order to alleviate the
financial pressure of the government, the governments at all levels actively carry out the
innovation of financing mode to broaden the financing channels. The PPP is gradually
introduced into the infrastructure construction of urbanization and the public service
field. The introduction of PPP model into urban regional comprehensive development
can effectively deal with various challenges, including alleviating the government
financial pressure, optimizing the overall benefit of the project, and reducing the risk
bearing of the public sector. But the urban area comprehensive development project is
more complex than a single PPP project and the implementation of the project is more
complex. In order to develop the PPP project in the comprehensive development of the
city, the early decision and planning process is particularly important for the
implementation and planning of the PPP project, which is related to the success of the
project.
This paper takes the Preliminary Planning of PPP mode for urban area
comprehensive development as the research topic.On the basis of the research of PPP。
