地方高校突发事件应急管理能力评价研究
——以A高校为例
摘 要
地方高校突发事件的发生将阻碍地方高校的稳定运行，对高校产生重大不利影响
从现有文献来看，目前学者关于高校突发事件的研究主要集中在突发事件的概念、类型、
特征、成因、解决方案等，缺乏应急管理能力方面的研究，特别是在构建突发事件应急
管理能力指标体系以及开展实证评价方面鲜有学者涉及。为此，笔者从以下方面入手构
建地方高校突发事件应急管理能力指标体系、开展实证评价研究
通过对校园突发事件应急管理国内外相关文献的梳理，界定了地方高校突发事件概
念及应急管理能力概念，分析了地方高校突发事件的类型、特征及成因。并通过对地方
高校突发事件应急管理能力的影响因素分析建立起包括应急计划、组织、指挥、协调、
控制、保障能力6个一级指标，涵盖应急预案制定、职能部门配置、危机控制能力、与
媒体沟通能力、风险因素排查、设备物资保障能力等22个二级指标的地方高校突发事
件应急管理能力实证评价指标体系。通过对应急管理能力实证评价方法的比较分析，最
终选取多层次模糊综合评价法作为应急管理能力的实证评价方法。接着以A高校为例，
对其突发事件应急管理能力水平进行实证评价研究，并针对评价结果提出提升A高校突
发事件应急管理能力的策略。研究结果表明：
（1）目前A高校对于突发事件应急管理能力处于良好水平；（2）A高校应急指挥能
力、应急协调能力、应急保障能力较弱，需加强此三类能力的提升；（3）指标层中媒体
沟通能力、与政府沟通能力、设备物资保障能力较差需引起A高校的高度重视
依据上述结论，提出提升A高校突发事件应急管理能力的策略：（1）提高与媒体沟
通能力、引导媒体控制舆情；（2）提高与政府沟通能力、促使政府有所作为；（3）加大
物资保障力度以应对突发事件

EVALUATION OF EMERGENCY MANAGEMENT ABILITY
IN LOCAL COLLEGES AND UNIVERSITIES—TAKING A
COLLEGE AS AN EXAMPLE
ABSTRACT
The occurrence of unexpected events in colleges will hinder the stable operation of
colleges and universities, and have a major adverse effect on colleges and universities.
Judging from the existing literature, scholars' current research on university emergencies
mainly focuses on the concept, types, characteristics, causes, and solutions of emergencies,
and lacks research on emergency management capabilities in colleges and universities,
especially in There are few scholars involved in constructing the emergency management
capability index system and conducting empirical evaluation. To this end, the author starts
from the following aspects to construct the emergency management ability index system of
the university to carry out the empirical evaluation.
Through the combing of domestic and foreign related literature on emergency
management of campus emergencies, the concept of emergency and the concept of emergency
management capability in local colleges are defined. The types, characteristics and causes of
emergencies in local colleges and universities are analyzed. Through the analysis of the
influencing factors of emergency management capabilities in local colleges and universities,
six first-level indicators including emergency planning, organization, command, coordination,
control, and support capabilities were established to cover the preparation of emergency plans,
allocation of functional departments, and crisis control capabilities. The assessment indicators
system for emergency response management capabilities of local colleges and universities
with 22 secondary indicators including the ability to communicate with the media, risk factors,
and equipment and materials support capabilities. Through comparative analysis of
emergency management capability evaluation methods, a multi-level fuzzy comprehensive
evaluation method was finally selected as an evaluation method for emergency management
capability. Then take A University as an example to evaluate the emergency management
capability of emergency and propose a strategy to improve the emergency management
capability of A universities in response to the evaluation results. Research indicates:
(1) At present, A colleges and universities are in a good level of emergency emergency
management capabilities; (2) A university's emergency command capability, emergency
coordination ability, and emergency support ability are weak, and it is necessary to strengthen
the promotion of these three types of capabilities; (3) Indicator layer The ability of Chinese
media to communicate, the ability to communicate with the government, and the availability。
