吉林恒垣电信工程有限责任公司转型发展战略研究
21 世纪以来,国内外通信行业快速发展。国内市场上移动电话用户、宽带
用户数量大幅增长,中国移动、中国电信、中国联通等大型运营商也纷纷“攻
城略地”,加大力度投入通信基础设施建设,加快速度进行设施设备升级。电
信工程施工领域企业也受益于这种大环境,无论从企业规模、经营收入,还是
利润率,均得到快速增长。尤其是 3G 网络的建设,带来了巨大的施工市场份
额。吉林省虽然属于通信行业的落后省份,但在大环境下,通信行业近些年也
得到了快速发展,有效满足了市场需求,施工市场也得到了快速发展

吉林恒垣电信工程有限公司是省内大型股份制通信技术施工公司,主营通
信工程并有检车线等其他业务。近两年来,国家通信建设领域大方向出现了变
化,投资增速放缓;省内市场上既有的通信工程建设、维护市场全部实行招、
投标制,利润被压低,竞争压力加大;公司内部也存在新业务发展受限、主营
业务收入保障困难等问题

本文运用 PEST 分析法,对公司面临的政治、经济、社会和技术四个方面
的外部环境进行了分析;通过波特五力模型从现存竞争对手、潜在者进入威胁、
卖方议价能力、买方议价能力、替代品五个方面,对行业环境进行了分析;对
公司内部环境,从竞争能力、公司体制、人力资源三个方面进行了分析;最后,
使用 SWOT 分析法,分析了吉林恒垣电信工程有限责任公司发展面临的优势、
劣势、机会和威胁,通过对这几个方面进行组合,并概要分析了相应的四种战
略(增长型、多种经营、扭转型和防御型)

通过上述分析,公司已经进入一个相对需要“过紧日子”的时期,目前的
主要任务是让公司存活下来,将注意力放到业务上、削减开支、保留资金。度
过难关,进而让公司获得新的发展机会。同时,公司应该进行转型,制定公司
发展转型的战略。II
结合公司的愿景、使命和价值观,设立公司发展的战略目标。通过转型战
略的实施,公司要利用在本地市场的优势,维护好公司品牌,继续保持传统工
程建设市场的优势地位,紧紧抓住通信工程,做好5G项目的建设准备。通过措
施节能增效,度过困难期,利用行业优势,在不亏损的前提下,尽可能多的占
有市场,保证施工质量进度,力求在市场洗牌完成后,获得更好的发展机遇,

公司还要进一步多元化发展,继续做好现有新业务发展的基础上,充分挖掘公
司现有厂房全力发展汽车养护市场业务,调动全公司可利用资源,培养发现和
抓住市场机遇的能力。在主营业务方面争取到2020年达到3亿规模,在新业务方
面年盈利达到200万以上

为了更好执行公司转型发展的战略,恒垣公司应该做好保障措施。通过改
进公司管理制度、进行人力资源改革、改革股权制度和权力系统,加强公司上
下全体的凝聚力,增强危机意识和奋斗劲头,更好的完成好公司的转型发展战
