我国的通信行业正经历高速发展的阶段，随着我国信息产业的不断进步,对
通信网络的可靠性、安全性、稳定性等方面都提出更高、更新的要求。目前第三
方通信管理中存在诸多问题，严重影响和制约了工程项目的管理。本文针对第三
方通信项目管理的特点，以全生命周期理论为管理依据工作，对其进行分析研究，
采取先进、适宜的项目管理方法，以生命周期理论为基础，运用科学的工程项目
组织结构进行优化组织结构优化，实施有效的项目组织管理，从而达到对通信工
程的组织管理进行有效控制和优化
本文通过综合分析国内外相关研究成果，结合通信工程的特点，提出基于生
命周期理论的第三方通信项目管理策略。通过详细分析第三方通信工程项目管理
组织结构的特点和形式，结合第三方通信工程项目管理现状和问题分析，分析了
第三方通信工程项目的管理需求，并从人力资源和质量管理两个方面进行了组织
结构的优化。最后提出了基于全生命周期的第三方通信工程项目人力资源和质量
管理优化策略，形成有效的人力资源管理体系和质量控制体系。通过实例分析，
结合理论研究，得出结论，实现全生命周期理论与第三方通信项目管理的良好结
合，有利于解决第三方通信项目管理上的问题，补充完善管理机制

ABSTRACT
The rise of the third technological revolution has promoted the developme
nt of the world economy, the technology of various countries is also facing the
reform, more and more countries attach importance to the development and ap
plication of technology. With the development of the Internet technology, the c
ommunication engineering project has become the market for the communicatio
n service companiesmunication engineering project implementation is a pro
ject involving funds, teams, equipment, and technology.The success of communi
cation engineering project must rely on scientific management methods and exc
ellent management team to implement and control.
The communication industry in our country is experiencing the stage of ra
pid development, with the continuous progress of China&39;s information industry,
the reliability, security, stability and other aspects of the communication networ
k are put forward higher and newer requirements. At present, there are many
problems in the management of the third party communication, which seriously
affect and restrict the management of the project. According to the characteris
tics of the third party communication project management, to the whole life cy
cle theory basis for the management work, carries on the analysis, adopt the a
dvanced project management methods, appropriate, based on the life cycle theo
ry, the use of project structure science to optimize the organizational structure
optimization, the implementation of the project management effectively, so as t
o achieve the organization and management of communication engineering for
effective control and optimization.
In this paper, based on the comprehensive analysis of the related research
results at home and abroad, combined with the characteristics of communicatio
n engineering, this paper puts forward the third party communication project m
anagement strategy based on the life cycle theory. Through a detailed analysis

h case analysis, combined with the theoretical research, draw the conclusion, to
achieve a good combination of life cycle theory and the third party communi
